HomeMy WebLinkAbout09 07 2016 CM Study SessionCITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES SEPTEMBER 7, 2016 — 4:00PM CALL TO ORDER: Mayor England GENERAL BUSINESS: 1. Discuss process options to update the City's Comprehensive Plan. Paul Andrus, City Planner reviewed with the council the current comprehensive plan and the process the City went through to produce the plan that is currently being used. Rodney Burch, Public Works Director, thinks the current plan is working, however, would like the zoning designations looked at and would like to include a master transportation element to the plan. Last year, the Land Use Commission felt that a total redo was not needed and they have been reviewing one chapter at a time. Small changes such as grammar and updating data have been made as well as adding elements that state statute require. Rodney Burch ask the Council; does the council want to do more? What do we want to include? What is the vision? Three possible suggestions —1. Finish the Land Use review and take the revised plan to council with public hearings, 2. Hire a consultant to help staff produce a plan. 3. Hire consultant to produce plan. Councilmember Lewis doesn't want to rework a plan that is still working and is looking to just update the items needed. Councilmember Evans does believe there can be some improvements made to the plan. Councilmember Baumeister would like the forecasting in the plan updated. Once the forecasting is updated we can see were adjustments would be warranted. Mayor England suggested that the Council allow the Land Use Development Commission to finish their work on the plan and then staff will let the council review for further changes. 2. Discuss cash in lieu of park dedication. Rodney Burch reviewed the option in the City ordinance that allows a developer to elect to pay a fee rather than build a park in their development. Mr. Burch used the specific example of Integrity Estates to show the Council what the cash in lieu of payment would be and explained the conundrum the city faces. The conundrum being the City would like to encourage bigger destination parks, but our current ordinance really encourages small block type parks. Mr. Burch would like to rework the ordinance so that the City's current vision of parks is what is actually encouraged. The Council would like this change looked at as quickly as possible. Tom mentioned with this type of change an impact study would have to be done. It would probably be spring before any ordinance would be ready to pass. 3. Discuss City Health Insurance Benefits Scott Gummersall, Human Resource Director, reviewed the current plan with regional and national comparisons. Mr. Gummersall reviewed the current performance of the plan. He wants to have a robust discussion as the renewal date for the City is October 1, 2016. Mr. Gummersall did question the City's participation in ELAP when he first started working for the City but from a financial standpoint he does think it is doing what they said it would. However, this process is making our employees nervous. The employees do not like to be in this adversarial relationship with the hospital. Mr. Gummersall is getting service complaints, from employees, about the administrator, MBA. One example of a service problem is there is no way to inform the employee of what doctors are in the approved system without calling MBA. MBA does not have a great response rate on these calls. Mr. Gummersall would like to look at other changes such as deductibles and maximum out of pocket. Mr. Gummersall believes the Council will need to have some extra meetings to process the information on proposals and make a decision. 4. Discuss parliamentary procedure. It came to the Mayor's attention, when Mr. Armburster was in front of the Council that the current procedure of the council has strayed from proper parliamentary procedure. Mayor England believes the City's meetings could benefit from following a more formal parliamentary procedure. The Mayor believes that this will help in making sure that someone who does want to say something wont me missed and gives everyone an opportunity to be heard.
