CALL TO ORDER: Mayor England
AMEND COUNCIL STUDY SESSION AGENDA:
Mayor England asked the Council to amend the Study Session agenda to include; a discussion on
the new Pine Ridge Urban Renewal Plan and the de -annexation of certain parcels in the 1992
Urban Renewal Plan and a discussion on Stuart Park bids. Councilmember Lewis made the
motion to add both items to the agenda and Councilmember Ellis seconded. The vote was
unanimous in the affirmative to add the items to the agenda.
GENERAL BUSINESS:
1. Adam Wood to discuss the City Code regarding utility deposits.
Mr. Wood was not present. Rich Morgan, City Clerk, explained the two utility bill
deposits currently collected. The $100 dollar deposit is collected on all new accounts. If
a customer has had a delinquent account with the City we collect a $300 dollars deposit.
The deposit is held until the account is closed.
2. Discussion on the Pine Ridge Urban Renewal Plan and Discussion on the de -annexation
of certain parcels in the 1992 Urban Renewal Plan.
Ryan Armbruster from Elam and Burke PO Box 1539 Boise 83701 was present to discuss
the de -annexation and the Pine Ridge Urban Renewal Plan.
Mr. Armbruster reviewed both the plan and the de -annexation with the council. The de -
annexation will formally de -annex the parcels, where the old theater sits, from the current
TIF district and allow those parcels to be included in the new TIF district. Mr.
Armbruster is confident in talking with the County, the Tax Commission that this action
will not reset TIF district values to the 1992 values.
The new Pine Ridge Urban Renewal Plan will help revitalize the Pine Ridge Mall area.
There are no changes from this plan and the plan the council has reviewed previously.
All notices and other statutory requirements have been met in putting the new TIF
District into place. The council is asked to waive the three reading rule for the
ordinances in the council meeting tonight. Councilmember Lewis ask what would
happen if this plan did not pass. Since the 2015 proposed plan was kicked back by the
Tax Commission the City would move forward with the current TIF, under the 1998
agreement with the County and there would be no Pine Ridge Mall District.
3. Discussion on Stuart Park Bids.
Rodney explained some of the problems with the bids that came in on the splash pad and
the site package. The site package bid came above budget. Rodney has look at the
package and reviewed all line items, they have revaluated all line times for necessity and
looked at the work the City could do. The low bidder is willing to work with the City and
Rodney believes that we can find savings to ensure the City is within budget. The largest
item was the electrical which is something the city does believe we can do ourselves.
There were no bids on the splash pad. Rodney is working through these issues. Now that
we have gone through the formal bidding process the City can look at providers and
negotiate to build the splash pad. The City hopes to have this resolved in the near future.
Councilmember Baumeister asked about having designated pavers for donors related to
the splash pad. This would be possible if the council would like to.
4. Fiscal Year 2017 Budget Discussion.
Rich Morgan, City Clerk, led the discussion on the budget. The City of Chubbuck is in a
really good position. As the general fund has grown taxes have not increased, department
managers are conscientious of spending. We are using other sources of revenue to help
fund the increase such as revenue sharing with the state. We also have new growth added
to the tax rolls. There is about $223,000 available to the Council in additional money
without raising taxes. The Police and Fire Departments would like to look at additional
personnel. Rodney would like to ensure that if the opportunity for an interchange on
Siphon materializes we are in a position to make that happen. We would also like to give
raises. The L2 was reviewed.
