Council Meeting Minutes
Call to Order: Mayor England July 6, 2016 — 6pm
Pledge of Allegiance to the Flag: Councilmember Evans
Invocation: Lolane Andra
General Business:
1. Appeal of a daycare license denial, Allison Sherbenou.
Chief Severe explained that on June 10, 2016 Ms. Sherbenou appiied for license to work in a day
care. As Chief reviewed the application, there were several items of concern; prior criminal
conviction of adding in misdemeanor, domestic battery in presence of children, prior criminal
conviction of frequenting a location known for drugs, and willful concealment of merchandise.
Allison Sherbenou explained to the council that most of her problems are related to her so to be
former spouse. She is good with children.
Councilmember Baumeister moved to deny the appeal. Councilmember Ellis seconded. Roll call
vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
2. Acceptance of Wood Hollow short plat.
Rodney explained the plat. Staff recommends approval. The change provides permanent access
to the 2nd lot. Zoning is R2. Wood expressed it was not his intent to add another multi family
dwelling, and that he understood that in order to do so he would need to apply for a conditional
use permit.
Councilmember Baumeister moved to approve the Wood Hollow Short Plat. Councilmember
Evans seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
3. Ordinance changing Eric Street in Espie Addition to McKay Street.
Rodney explained the development in Copperfield Landing that will match Eric Street. Currently
there are no addresses on Eric Street that are affected.
Councilmember Lewis moved to waive the rule that the ordinance be read on three separate
occasions, one being in full. Councilmember Evans seconded. Roll call vote: Ellis -yes, Lewis -yes,
Baumeister -yes, Evans -yes.
Councilmember Lewis moved to adopt ordinance #756. Councilmember Baumeister seconded.
Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
4. Ordinance vacating Eagle Drive.
Rodney explained the vacation related to the new patriot subdivision. The right of way is no
longer needed and staff recommends the ordinance be adopted.
Councilmember Ellis moved to waive the rule that the ordinance be rad on three separate
occasions, one being in full. Councilmember Lewis seconded. Roll call vote: Ellis -yes, Lewis -yes,
Baumeister -yes, Evans -yes.
Councilmember Ellis moved to adopt ordinance #757. Councilmember Baumeister seconded.
Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
Claims: Computer Printout claims for July 6, 2016 as presented to Mayor England and Council.
Councilmember Evans moved to approve the Claims. Councilmember Baumeister seconded. Roll call
vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
Executive Session: Councilmember Ellis moved to go into executive session pursuant to Idaho
code 74-206(1)(b) to discuss personnel. Councilmember Baumeister seconded. Roll call vote:
Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
