Discussion on the City's membership with the Southeast Idaho Council of Governments, SICOG. The billing is due and payable in October of 2016 in the amount of $2,505.96 for fiscal year 2017. We are good neighbors when we participate in SICOG. There are incredible staff and resources at SICOG. It was through SICOG that the City was able to secure the funding for the sidewalks in the Stuart Addition. Councilmember Lewis believes we should continue our membership with SICOG. 2. Discussion on the planned Brookstone Lamar Street improvements. Rodney explained the street is planned as a 5 lane street and thinks this is over kill. Rodney would like to negotiate a smaller 3 lane road. The city would still require the 80 foot right of way; just not require the 5 lane road. The lanes not developed would be developed as landscaping. The council is supportive of Rodney having this discussion with Rockwell. 3. Discussion on the Siphon Road Northgate Interchange status. We are on our own to build this interchange. There could be some participation with a developer. High side, 5 million dollars to get this done. Some off that is sewer fund and water fund. Councilmember Ellis wonders if it would be a good time to renegotiate with the county to extend the current tiff for another 20 years. The CDA, for another 20 years. Rodney's crazy idea, annex to the freeway and put in a 3rd TIF. Baumeister — are we currently asking for money from the county? No. It would not be a good thing to reset our tiff as the increment would be reset. Baumeister ask for some history on a Chubbuck road exit. Long ago it was sunk. With the siphon interchange we could have a business loop. Mayor—this interchange could go in next year. Lewis - community dialog? Support would lead to annexation and tiff. No support would lead to... Once the interchange is in we need to connect to it. 4. Discussion on Fiber to the home and the possible lease of dark fiber. Company that has committed to run, fiber to the home. Opportunity to have a 15 year lease on the infrastructure to use. CDA has approved negotiations with optic. Over the 15 years we would have a 350,000 savings. Fiber to the home city. How does this benefit the city? Technology will drive our decisions in the future. We can't video monitor wells at this point and they should be. There are 10 sites we would install today and 13 sites we would love to have on within 2 years. Lewis wants the 8 year old version. Smart City Promotion — Optic Fiber — Ammon is doing it. They own it. They are going for an RFP request for proposal. Discussion — setting up prayers for city council meetings has been a problem. Wendy has been asked to help setting up prayers. This can be anyone. Would you please get a list of people who would pray? Adam Wood — rentals and would like to change the city of Chubbuck's deposit policy. We have talked about this before. Concerned we are not being business friendly. Mayor will follow up with Mr. Wood. Dog park idea. Melanie — 1. Joked about landscaping areas owned by business that are not taken care of. Can we spend the money to make it look nice with an agreement with the owner? Mayor- the business owner doesn't care. He doesn't have the faith it will be taken care of it. Verizon example. Talk to Rodney. 2. Effective plans and changed —twin, Sandpoint, burley, how did you get started on the strategic planning, hire a consultant. Over the next 25 years, how do we want to shape this city? They all had a plan that is revisited every five years, reviewed quarterly. Are we negligent when it comes to our strategic plan? What do they mean by strategic plan? Are they talking about the comprehensive plan? Do we need to create an emotional connection to the community? Movies in the park is positive.
