HomeMy WebLinkAbout06 15 2016 CMCITY OF CHUBBUCK COUNCIL MEETING MINUTES JUNE 15, 2016 — 6:00PM CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Baumeister INVOCATION: Kaye Jenkins AMEND AGENDA: Mayor England explained that the chip sealing the County is doing on Chubbuck Road will take place before we meet next so if we are to take advantage of the offer from the County we will need to amend the agenda. Councilmember Lewis asked if the cost to contract with the County rather than do it ourselves would be lower. Rodney Burch said it is cheaper for us to have the County do this. Councilmember Lewis moved to amend the meeting agenda to add a discussion on the interagency agreement for chip sealing a portion of Chubbuck Road. Councilmember Baumeister seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -absent. APPROVAL OF MINUTES: Council Meeting Minutes of June 1, 2016. Councilmember Baumeister moved to approve the council minutes for June 1, 2016. Councilmember Ellis seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans - absent. GENERAL BUSINESS: 1. Short Plat — Cambridge Estates Division #2 re -plat and addition to lots 5 & 6, Block 4. Brady Smith, RMES discussed the changes with the council. All changes are in accordance with City Code. Councilmember Lewis moved to approve the short plat. Councilmember Baumeister seconded. Roll call vote: Ellis- abstains, Lewis -yes, Baumeister -yes, Evans -absent. 2. Discussion on moratorium for access management and adoption of new access management ordinance. A discussion was had on the ordinance being prepared to update access management in Chubbuck. Tom explained that the City has lost the suit against Andrew Briscoe, the current access management has been found to apply only to commercial and high density residential. Councilmember Ellis pointed out that having many access on minor and major arterial roads will cause traffic problems. Councilmember Lewis asked if in the future, developments should be able to help control access. Tom also mentioned that access or no access should be noted on the plat. This discussion will be continued after the executive session. Councilmember Lewis moved to adopt the access management ordinance on an emergency basis. Councilmember Baumeister seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -absent. 3. Interagency Agreement between City of Chubbuck and Bannock County for chip sealing a portion of Chubbuck Road west of Philbin Road. Rodney asked the council to approve the interagency agreement. Councilmember Lewis moved to approve the interagency agreement between the City of Chubbuck and Bannock County to chip seal the portion of Chubbuck Road east of Philbin Road. Councilmember Ellis seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans -absent. CLAIMS: Computer Printout claims for June 15, 2016 as presented to Mayor England and Council. Councilmember Baumeister moved to approve the claims as presented. Councilmember Ellis seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes, Evans - absent. GENERAL ANNOUNCEMENTS: 1. Fourth of July Parade. EXECUTIVE SESSION: Councilmember Lewis moved to go into executive session pursuant to Idaho Code 74-206(1)(b) to discuss personnel and 74-206(1)(f) to discuss potential litigation .
