COUNCIL STUDY SESSION AGENDA

GENERAL BUSINESS:
I. Social media management proposals.
Logan McDougal, 355 Hyde Ave Pocatello, Public Relations Director from the City of
Pocatello gave the Council an idea of what he does for the City of Pocatello.
General overview — Pocatello reaches on a daily basis 21,000 people. Each Department
has their own Facebook page. The City has 4 twitter accounts. They are looking at
Instagram. Pocatello uses this medium to try and get information out to people and give
their citizens a way to give feedback to the City. Mr. McDougal believes if you are going
to use these interactive social media platforms to engage in the conversation you will
want to reply to the questions and comments made.
The Mayor asked the Council to get any further thoughts and concerns to his office.
2. Review requests for funding.
South East Idaho Math Counts Chapter was represented by Chrystal Chanda. Mr.
Chanda resides on Kinghorn in Pocatello. Chrystal presented a review of the math counts
program. There are 7 local schools represented in this chapter. The annual budget for the
chapter is $6,800 dollars. She was asked if any other City's participate in the funding of
the chapter. She responded that the City of Pocatello contributes to the Chapter.
City of Chubbuck Fraternal Order of Police. Officer Brandon Schiffinan who resides on
Henderson in Pocatello, represented the FOP. Officer Schiffman explained the FOP fund
and how it has evolved. For the last three years the Chubbuck Police Officers have been
able to use money from the fund to help with community service. They help with Shop
with a Cop and higher education scholarships. They would like to get 501 c3 status.
They believe this will help in getting donations.
Portneuf Rodeo Committee represented by George Chandler. Mr. Chandler gave the
Council a brief history of the committee. Currently they help with the High School
Rodeo that offers $35,000 in scholarship money to High School Graduates. In the past
the City has been a chute sponsor at a cost of $1,500. Mr. Chandler provided information
to the Council on the different levels of sponsorship.
Family Services Alliance. Sara Obanion is the Executive Director for the Family
Services Alliance. The FSA main office in Pocatello. Ms. Obanion thanked the Council
for their long term support of FSA. The Alliance provides counseling, therapy, support
groups, 24 hour crisis intervention, shelter, all at no cost to the recipient. They work
directly with the police department and respond on scene. They received funding through
federal grants, the Idaho Housing and Finance Association, fund raising events, local
foundations, and other community governments.
Pocatello Chubbuck Chamber of Commerce. This request is for the annual magazine the
Chamber produces. This magazine is distributed through outlets such as hotels, inquires
to the Chamber, citizen requests at City Hall. Distribution is about 5,000 per year.
Biggest Show in Idaho. Molley Swallow, 333 Yellowstone represented the Biggest Show
in Idaho. Ms. Swallow gave some history of the event. In the past the show has received
just over $5,000 from the City. The committee is trying to make this a week-long event.
They are trying to increase advertising. It will be moved from the Bannock Soccer fields
to the Wellness Center this year. They are partnering with Search and Rescue as a
fundraiser and will have a fish derby this year.
Ellis Elementary PTA. Amy Cordell, 555 Dell Chubbuck. The 5K run is the PTA'a
biggest fundraiser of the year. This is great public relations for the city. The donations
will go back into the school. They would like Mayor England to shoot the start gun for
the race. Even if the council decides they cannot support the PTA monetarily there is a
desire to have the City's support in other ways.
3. Discussion on changes to City Titles 15, 16 and 17.
Rodney Burch started the discussion by explaining the administrative review the City has
had for each title. All departments in Public Works took part of the review. The
committee looked at what is out of date or currently not in compliance with how the City
is doing business. There were 4 areas Rodney specifically wanted to address.
Section 15.25.010. This is a new section of code relative to reader boards. Applications
are coming in for reader boards and our code did not address this type of sign. The City
looked at Pocatello's requirements, international code requirements, and our existing sign
code requirements in putting together this section.
Section 16.16.030. This section deals with dust, dirt and materials control at a
construction site. This is the City's ability to manage dirt and debris in the right of way
during construction. The City would like to increase the fine to ensure the offending
party would be interested in cleaning up after themselves rather than just pay the fine.
Section 16.12.340. This section deals with construction requirements for streets,
specifically the depth of gravel base and black top pavement sections. These changes
will add life to our roads. Currently our requirements are to build roads to handle
passenger car loads. These changes will enable our roads to handle truck loads. Mr.
Burch estimates that the cost of this change will be, using Whittaker Road construction
costs as a guide, $650 dollars per 80 foot lot.
Councilmember Ellis stated he is not convinced this is needed. There are old roads in
Chubbuck, Mountain Park and Moses that are not falling apart.
Because of the time, the Mayor asked the Council to continue this conversation in the
council meeting and adjourned.
