COUNCIL MEETING MINUTES
FEBRUARY 3, 2016 – 6:00PM
CALL TO ORDER by Mayor England at 6pm.
PLEDGE ALLEGIANCE TO THE FLAG was led by Colton Payne of Boy Scout Troop 339.
INVOCATION was given by Councilmember Ellis.
APPROVAL OF MINUTES: Council Study Session Minutes of January 20, 2016 and Council
Meeting Minutes of January 20, 2016. Councilmember Ellis moved to approve the Study
Session Minutes of January 20, 2016 and the regular Council Meeting Minutes of January 20,
2016. Councilmember Evans seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -yes,
Evans -yes.
GENERAL BUSINESS:
1. Appeal of a Daycare License denial by Stevie NJoroge.
Ms. NJoroge explained that she has been able to keep her life clean for several years.
She loves working with kids and would like to get her daycare license so she can do this.
She realizes how her past is affecting her future and is hoping to get through this.
Councilmember Lewis asked about the specific questions of being cited and asks if there
were any other incidents that were not disclosed on the application. There were several
instances that were not disclosed. Ms. NJoroge asked exactly what the problem was.
Tom mentioned concern with a pattern of alcohol use. It was mentioned by Chief Severe
that after a few more years of keeping her record clean that the outcome could possibly
be different. Councilmember Ellis moved to deny the appeal by Stevie NJoroge.
Councilmember Baumeister seconded. Roll call vote: Ellis -yes, Lewis -yes, Baumeister -
yes, Evans -yes.
2. Confirm Annette Baumeister as a member of the Chubbuck Development Authority.
Councilmember Ellis wanted to ensure that a councilmember could sit on the Authority
Board. It has been checked out and it is legal.
Councilmember Ellis moved to confirm Annette Baumeister as a member of the
Chubbuck Development Authority. Councilmember Evans seconded. Roll call vote:
Ellis -yes, Lewis -yes, Baumeister -yes, Evans -yes.
3. General discussion on the process for the Oct 2016 – Sept 2017 Budget.
The council was given several time lines for the upcoming budget deadlines. Mayor
England asked the Council to get concerns and questions or direction to the Mayor or
Clerk early so that we can get information concerning these items to you in a timely
manner.
CLAIMS: Computer printout claims for February 3, 2016 as presented to Mayor England and
Council. Councilmember Evans moved to approve the claims. Councilmember Lewis seconded.
Roll call vote: Ellis-yXe
