APPROVAL OF MINUTES:
Council Meeting Minutes of January 6, 2016.
Councilmember Lewis moved to approve the Council Meeting Minutes of January 6, 2016.
Councilmember Ellis seconded. Roll call vote: Ellis -yes, Evans -yes, Baumeister -yes, Lewis -
yes.
GENERAL BUSINESS:
Acceptance of Offer of Dedication for Romriell Storage. All items are complete and City
Staff recommends approval.
Councilmember Ellis moved to accept the Offer of Dedication for Romriell Storage.
Councilmember Baumeister seconded. Roll call vote: Ellis -yes, Evans -yes, Baumeister -
yes, Lewis -yes.
2. Appeal the denial of a day care license for Hailey Taylor.
Ms. Taylor explained to the council that she did not think the items when she was a
juvenile were a part of her record and therefore did not include them. Councilmember
Lewis asked Ms. Taylor if she was aware of the distinction on the application of listing
what she has been cited with, not necessarily charged with. Ms. Taylor answered yes.
Councilmember Lewis mentioned the felony on her record is serious and asked "what
would you tell us now that might help us overturn this denial?" Ms. Taylor explained
that she has been working with children in the City of Pocatello without incident. She is
looking into getting her record expunged. Councilmember Baumeister asked Ms.
Taylor when she was removed from probation. Ms. Taylor said her probation ended in
February of 2014. Councilmember Evans asked what the probation violations on her
record were. Ms. Taylor said they were for not attending school and not listening to her
parents. The owner of the Daycare that Ms. Taylor would be working for explained that
Ms. Taylor worked for her in Pocatello for the last 8 months. She is really good with the
kids. The owner is implementing mandatory, random drug testing as well.
Councilmember Lewis explained in one instance the ordinance requires the denial, in
another the ordinance gives the City some leeway. Councilmember Lewis would like
Ms. Taylor to sit down with Chief Severe. Councilmember Ellis asked if the City needs
to look at this ordinance and rework some of the requirements.
Councilmember Lewis moved to deny the appeal for a day care license for Hailey Taylor.
Councilmember Evans seconded. Roll call vote: Ellis -yes, Evans -yes, Baumeister -yes,
Lewis -yes.
CLAIMS:
Computer printout claims for January 20, 2016 as presented to Mayor England and Council.
Councilmember Ellis moved to approve the claims as presented to council. Councilmembei
Baumeister seconded. Roll call vote: Ellis -yes, Evans -yes, Baumeister -yes, Lewis -yes.
ADJOURN
Mayor England adjourned the meeting.
