COUNCIL STUDY SESSION MINUTES
JULY 5TH' 2017 — 4:00PM

STAFF MEMBERS PRESENT: Public Works Director Rodney Burch, Deputy Clerk Joey Bowers,
Devin Hillam, Bridger Morrison, and Paul Andrus
GENERAL BUSINESS:
1 Discussion on the Siphon Road / Northgate Interchange
Public Works Director Rodney Burch introduced Devin Hillam as the new Planning
and Development Director. Mr. Burch stated that the Siphon Rd connector will be
constructed in 3 phases. The first phase will be from Hiline Rd to the interchange. The
second phase will be the Hiline/Siphon road intersection also a bridge over the Fort Hall
irrigation canal. And the third phase will be from Yellowstone to the Hiline intersection.
Mr. Burch said that this will be a five lane road and it will be moving the Hiline/Siphon
road intersection about 200 feet to the south of its current location. Mr. Burch reminded
Council that they had previously approved a loan of $3.5 million from enterprise funds
with a payment of $136,000 a year from the City's street and highway funds to pay for
this project. Mr. Burch also stated that the City does plan on annexing the land from
Hiline to the freeway into the City, which they are currently working out all the details
with the County. Mr. Burch let Council know that the City of Chubbuck and the City of
Pocatello is working on finalizing the sewer infrastructure for the eastside of the freeway.
Council wanted to know about right of way acquisition for this road way. Council also
wanted to know which parts of the project would need to go out for bid. Council wanted
to know how the City was going to work out annexation and the creation of a new Tiff
district with the County. They also wanted to make sure that the sewer connection fees
would be the same on both the west side and east side of the freeway. Council wanted to
make sure that snow removal was being considered in road design.
2 Discussion on Strategic Plan — Process outline
Planning and Development Director Devin Hillman presented a strategic plan outline
for council consideration. Mr. Hillam went over each of the outlines actions in detail
Action #1 community survey, Action #2 Economic Development team, Action #3
Subcommittee, Action #4 Draft plan, Action #5 Final plan, and Action #6 Regular
review.
Council felt like this is a plan that is needed for the City's future. Council wanted the
survey to be sent out to the community both digitally and in paper form. They also
wanted to know how this strategic plan would impact the City's comprehensive plan.
