HomeMy WebLinkAbout06 26 2017 CMCITY OF CHUBBUCK SPECIAL COUNCIL MEETING MINUTES JUNE 26TH° 2017—11:00AM CALL TO ODER: Mayor England COUNCIL MEMBERS PRESENT: Mayor Kevin England, Ryan Lewis, Melanie Evans, Josh Ellis, Annette Baumeister, and City Attorney Tom Holmes STAFF MEMBERS PRESENT: Public Works Director Rodney Burch, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers GENERAL BUSINESS: 1. Presentation by VCBO Architecture Mr. Tippets said VCBO Architecture has over 20 years' experience in specializing in sports and recreation facilities. He explained that back when he was a kid a recreation center was a pool with a diving board and a gym to play basketball. Mr. Tippets explained that even though recreation centers have evolved most communities still view these facilities the same way. Mr. Tippets showed the Council some examples from the City of Provo, Springville, and Heber Utah facilities and the amenities they offer. He explained that each community's needs are going to be different, and that recreation centers need to be designed to appeal to everyone in the community, from toddlers to senior citizens. Provo combined their Senior Center in with their recreation center, so that it could be used all day and not for a few hours a week. Heber City just built an aquatic center that is owned and operated by the school district. Mr. Tippets explained that there are four reasons why a community should look at building a facility. Quality of life, a service for residents, pride in the community, and to have a community destination. Mr. Tippets suggested starting the process by doing a feasibility study. This study would provide to the City all the facts, needs, amenities, benefits, public input, funding, planning and Development from start to finish. Mr. Tippets also explained that a public recreation center statistically increases private facilities and increases memberships in these private facilities. The Council talked about combining the senior center with this facility. They would also like to talk to the school district about its needs and looking at a partnership. The Council felt like there was lot of good changes going on in the City and that it would be a good idea to start collecting public opinion on the future needs of the City, and what type of amenities and a location the community would like in a recreation center for the future. 2. Discussion on Budget City Clerk Rich Morgan presented that he had sent out a request to the department heads for any input on the budget. Human Resources had come back with a request for $172,000 to fund an increase in wages. Further discussion on the budget will take place at the budget hearing. 3. Decision on Land Acquisition Public Works Director Rodney Burch presented a preliminary contract for a land acquisition. The City is still working out a few details with the seller before the final contract will be presented to Council for consideration.
