HomeMy WebLinkAbout05 03 2017 CMCITY OF CHUBBUCK COUNCIL MEETING MINUTES MAY 3RD,2017 — 6:00PM CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Baumeister INVOCATION: Pastor John Robinson with the Gate City Christian Church COUNCIL MEMBERS PRESENT: Mayor Kevin England, Ryan Lewis, Melanie Evans, Annette Baumeister, and City Attorney Tom Holmes STAFF MEMBERS PRESENT: Public Works Director Rodney Burch, City Clerk Rich Morgan, Deputy Clerk Joey Bowers and Police Chief Randy Severe AMEND COUNCIL MEETING AGENDA: APPROVAL OF MINUTES: April 10° 2017 Councilmember Lewis wanted to make the following addition to the final minutes. Councilmember Lewis asked Mr. Ellis if he would prefer to delay acceptance so the plat could be 100% agreed upon, or whether he would prefer to work out specific construction plan details with staff following approval. Mr. Ellis would prefer to work out construction plan details with staff rather than delay approval of the plat. Councilmember Baumeister motioned for approval of minutes with Councilmember Lewis's addition. Councilmember Lewis seconded motion for approval of minutes with addition. Roll Call: Evans -yes, Baumeister -yes, Lewis -yes. motion passed Mayor England excused Councilmember Josh Ellis from the meeting. GENERAL BUSINESS: 1. Presentation by Judge Robert Naftz on National Drug Court month Mayor England read out loud a proclamation for the NDC, and then presented a signed copy of the proclamation to Judge Robert Naftz. Judge Robert Naftz wanted to thank the City of Chubbuck, Mayor England, Police Chief Severe, City Council, and the group of participants present for all their hard work, support, and how fortunate our community is to have these drug courts available. 2. Approve Beer & Wine License for Shopko Councilmember Lewis wanted to make sure that Shopko had all their permit fees, applications, and requirements in order before he made a motion. Councilmember Lewis motioned for approval for Shopko's beer and wine license Councilmember Evans seconded motion for approval. Roll Call: Baumeister -yes, Evans -yes, Lewis -yes. motion passed Mayor England wanted Council to know that he would ask if there was any more discussion or comment before he called for the roll call. That way Council didn't have to hesitate to make a motion or seconded a motion if they wanted. 3. Review and acceptance of piggy -back contract for 2017 micro -surface overlay Public Works Director Rodney Burch presented that we are going to Piggy back on the City of Pocatello bid to save us time, and it guaranteed a quoted price. Mr. Burch explained that the quote was a slight increase compared to last year due to an increase in oil costs. Mr. Burch also told Council that Alpine, Redman, Sunset Subdivision, Grove Subdivision, Cole, Wendy, and Dale streets are a list of a few streets scheduled to be overlaid this year. Councilmember Lewis wanted to know how the quote compared to last year. Councilmember Baumeister wanted to know which roads were scheduled and if the City was still following the plan that the City moves in one direction. Councilmember Lewis motion for approval of the piggy -back contract for 2017 Micro -surface overlay. Councilmember Evans seconded motion for approval Roll Call: Evans -yes, Lewis -yes, Baumeister -yes, motion passed 4. Review and acceptance of bid for 2017 micro -surface aggregate Public Works Director Rodney Burch presented that the City does provide the raw materials needed for the micro -surfacing. The City had a bidding for these supplies and Jack B Parsons was the lowest bid for this agreement. Councilmember Baumeister motioned for approval of the Jack B Parsons contract Councilmember Evans seconded motion for approval Roll Call: Lewis -yes, Baumeister -yes, Evans -yes, motion passed 5. Approve records for destruction Deputy Clerk Joey Bowers presented the records for destruction Councilmember Lewis motioned for approval of records for destruction excluding for the time being the letters to City Council, Letters to Mayor, and Senator Correspondence for further review by the Council for any historical value. Councilmember Baumeister seconded motion for approval with exclusions. Roll Call: Baumeister -yes, Lewis -yes, Evans -yes, motion passed 6. Approve items for auction Councilmember Lewis motioned for approval of items for auction with the notion that the City Staff verifies that there are not duplicates listed for any of the items before auction. Councilmember Evans seconded motion for approval of items for auction. Roll Call: Evans -yes, Baumeister -yes, Lewis -yes, motion passed CLAIMS: Payment Approval Reports for 05/03/17, as presented to Mayor England and Council. Councilmember Evans was curious if the City paid Sollus monthly for their services or if it was by work that they do for the City that month. Councilmember Lewis was curious how Sollus has been working out for the City Mayor England said he has been working with Sollus on getting monthly invoices. Mayor is very happy with their work and the help they have provided to protect the City and allow the City to be able to more effectively serve the community now and in the future. Mayor England also explained that the City only pays Sollus for the work that they have performed. . Councilmember Baumeister was curious on how the City allocated the percentages that were distributed across the City departments for the REDI membership, and if there is a certain reason for the way that the City does those allocations. City Clerk Rich Morgan discussed that the City did the REDI distributions the same way that the City does Bannock Development and other City expenses. Both City Clerk Rich Morgan and Public Works Director Rodney Burch has gone over the distributions percentages and are happy in the way they are being distributed.
