HomeMy WebLinkAbout007.11.17City of Chubbuck Land Use and Development Commission Meeting Minutes July 11, 2017-7:00 pm Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, on July 11, 2017. Chairman Jason Mendenhall: Commission Members: Mike Schwartz, Dan Stoddard, Brady Smith, Brandon Jackson, and Bryan Nield. Planning and Development Director: Devin Hillam, Public Works Director: Rodney Burch, City Planner: Paul Andrus. Attorney: Tom Holmes, Office Administrator: Ranelle Simmons Chairman Mendenhall called the meeting to order at 7:00 pm. Mendenhall asked if any commissioners had a conflict of interest within the items before the board tonight. Schwartz led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES: May 9, 2017 Mendenhall entertained a motion to approve the minutes as mailed. Schwartz moved the minutes of May 9, 2017 meeting be approved as mailed; Stoddard seconded. The full authority approved. GENERAL BUSINESS 1. Introduce Devin Hillam, City of Chubbuck's Planning and Development Director — Rodney Burch City of Chubbuck is taking a bigger role in economic development and working towards a Strategic Plan. The City advertised for a Planning and Development Director and Devin came out on top. He comes to the City from Bannock County. He was the Planner for Bannock County and the last few months he was a Special Assistant to the County Commissioners working on the Millennial Development Project that we all are aware of going in on the east of 1-15. Hillam was born in East Idaho and married a woman from East Idaho and they have a 9 year old daughter. He has a Bachelor's Degree in Political Science from ISU, Master's Degree in Public Administration and he is going to be a valuable asset to our team. He will be the guide and the expert for this Land Use Commission board. He was offered a position with the City of Pocatello and left a great job with Bannock County so we asked why. His answer was that Hillam sees the City of Chubbuck as being poised for great success in the next 5 to 10 years. The subdivision applications and process is being transitioned from Engineering to Hillam and the Planning Department. 2. Brief LUDC on the Northgate Interchange and related development — Devin & Rodney Burch explained that the ITD Board voted to fund the contribution to the Northgate Interchange approx. 3 weeks ago. The project as a whole has multiple entities involved. Using a map he showed the board the area that Chubbuck will construct, where partnering with ITD, Millennial Development and Portneuf Development will construct the interchange. The final commitment of 5 million dollars by ITD now let's everyone move forward. ITD will go thru the J:\Planning\LUDC\LAND USE SECRETARY\Minutes\Minutes 2017\007.11.17.docx 1 design process but will not fund any of their 5 million dollars until they see 50% completion of the connecting roads. Chubbuck's connecting roads need to be completed by 2018. Those roads are divided into 3 phases: • Phase 1 Hiline Road to the interchange • Phase 2 Intersections of Hiline Road, Siphon Road and the canal • Phase 3 Yellowstone to Hiline Road on Siphon Road The City is sitting in a good position when it comes to utilities on the west side of 1-15. City staff met with property owners today that will be affected by the project. They left with a questionnaire that City is asking them to return within 10 days. Annexations can only occurs with land that lies next to City's boundary. 3. Brief LUDC on the creation of a Strategic Plan for the City of Chubbuck— Devin Hillam & Rodney Burch Hillam explained that a Strategic Plan outline was presented to City Council last week. Strategic Plan is what we are and who do we want to be as a city. In the next 6 to 8 months public input, surveys, and various sub-focus groups studies will help guide what the City's mission and vision are. 4. Training session on the difference between Quasi-Judicial vs. Legislative applications— Devin Hillam Areas that Hillam discussed were: • Due Process to ensure that the individual is not arbitrarily deprived of his/her rights • Legislative decisions are made by City Council • Quasi-Judicial decisions are made by governing boards The process for commercial applications Change in Land Use District, Annexation and Zoning and Conditional Use Permits were discussed. If an applicant has followed all the City Code guidelines then the application should be approved; if the City dislikes certain guidelines, the guidelines that the City uses to approve an application can be changed at a future date. Mendenhall entertained a motion to adjourn; Smith made the motion. Nield seconded.
