RE: Chubbuck Tax Increment District
Dear Kathleen:
We have discussed this a little bit in the past, but we have two new developments going
in Chubbuck. One is the Pheasant Ridge Townhouse project that is on land south of Briarwood,
west of Hiline, East of railroad tracks and north of the interstate. That land was recently annexed
into Chubbuck. It borders Riline Road that will be improved in 2005-6 according to the current
transportation improvement plan.
The second project is across from city hall and is an apartment project that will have over
200 units. That project is triggering some fairly intense requirements through the Idaho
Transportation Department, including the closure of Adam's street in 2004, widening of
y ellowstone Avenue on portions of property not owned by the developer, placement of signals in
the future when required and purchased of ground to divert traffic from Adam's street when
closed over to the street that runs onto Yellowstone. It is unlikely that the developer will be able
to fund all of that and still go forward with the development so there is some possibly that we
would need to use increment funds to do that. If we put that property into the increment district,
we would want to include additional area over to Stuart and James street between Chubbuck
Road and Hawthorne. Those streets are deteriorating and towards the end of our increment
period, the city would probably want to rebuild them.
Our proposal would be to delete the residential property east of the Hiline Canal right-of-
way effective December 30, 2002 and add these other properties. Of course there is a question
whether or not the County and other taxing districts would object strenuously to doing that. We
would like to move forward as a city though and try to accomplish that. Could you please give
me a call when you have a chance and let me know how we might go about doing that. I am
writing this as a result of a staff meeting on October 22 where we discussed this with the Mayor
and Steve Smart.
