HomeMy WebLinkAbout012.13.16City of Chubbuck Land Use and Development Commission Meeting Minutes December 13, 2016 - 7:00 pm Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, on December 13, 2016. Chairman Jason Mendenhall: Commission Members: Mike Schwartz, Jay Buttars, Brady Smith, Carrie Holm, and Bryan Nield. Public Works Director: Rodney Burch, City Planner: Paul Andrus. Attorney: Tom Holmes, Office Administrator: Ranelle Simmons Chairman Mendenhall called the meeting to order at 7:00 pm. Nield led the commission in the Pledge of Allegiance. Mendenhall asked if any commissioners had a conflict of interest within the items before the board tonight. APPROVAL OF THE MINUTES: November 9, 2016 Mendenhall entertained a motion to approve the minutes as mailed. Nield moved the minutes of November 9, 2016 meeting be approved as mailed; Schwartz seconded. The full authority approved. PUBLIC HEARING 1. An application by Andrew Walsh, 748 Sheba Street, Chubbuck, ID 83202 for the Preliminary Plat for Walsh Estates Subdivision located in Northeast % Section 4, Township 6 South, Range 34 East of the Boise Meridian in the County of Bannock. West of Hawthorne Road and South of Homestead Street. Andrew Walsh, 748 Sheba Street was in attendance representing the application. The subdivision is located on Hawthorne Road and Homestead Street with 5 lots. Each approx. .85 acres in size. Tapping into City sewer and water is planned. There is Fort Hall irrigation water off of the canal on the south side of the subdivision. Questions and comments from commission: • Will Homestead Road be improved? Walsh: Paving will be done between ribbon curbing and the existing road. Patching after hot taps for sewer and water will be done. • Will sidewalk, curb and gutter be required? Burch: The subdivision will follow all of the Cities Standards for Improvements. Sidewalks will be homeowner's responsibility not developer. • Does City staff have an opinion on whether Hawthorne Road should be improved? Burch: City staff would like to see Hawthorne Road improved but that decision will be addressed by the City Council. • How will irrigation water be accessed? Burch: The existing pump and system has been there a number of years. Pump station is half way in between Hawthorne Road & Dell Road. Should still be able to service the lots. Comments from City Staff: Burch: Lot to depth ration is not an issue to City staff. Their park requirement is less than the minimum park standard so they will be doing cash in lieu. Lot 7 will be a dedicated right of way for Hawthorne Road. Mendenhall opened the Public Hearing. Nicki Taysom lives at 4963 Yellowstone, Chubbuck, ID 83202. Opposed Follow the ordinance. Cost to homeowners for irrigation and impact fees. The City makes it so expensive for a developer. Mendenhall closed the Public Hearing bringing the meeting back to the commissioners. Mendenhall entertained a motion. Nield moved to approve the preliminary plat as outlined and City Council will decide if Hawthorne Road will be developed. Also recognize that the City is okay with the lot width exception. Smith seconded. Roll Call Vote: Jay Buttars, Yes; Brady Smith, Yes; Carrie Holm, Yes; Brian Nield, Yes; Mike Schwartz, Yes; Jason Mendenhall, Yes. Motion approved. GENERAL BUSINESS 1. Comprehensive Plan ■ Review revised Functional Class Road System map Andrus explained the small map provided in the packet is the map in the Comprehensive Plan now and the larger map is the changes. After discussion among commission it was decided that the map is complete. Andrus will put together the preliminary Comprehensive Plan and put on a meeting agenda. Mendenhall entertained a motion to adjourn; Buttars made the motion. Schwartz seconded. All voted to adjourn at7:45 pm.
