Land Use and Development Commission Meeting Minutes
October 11, 2016 - 7:00 pm
Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City
Hall, 5160 Yellowstone, on October 11, 2016.
Vice Chairman Dan Stoddard: Commission Members: Mike Schwartz, Jay Buttars, Thais Ayre,
Russ Armstrong, and Carrie Holm. Public Works Director: Rodney Burch, City Planner: Paul
Andrus. Attorney: Tom Holmes, Office Administrator: Ranelle Simmons
Vice Chairman Stoddard called the meeting to order at 7:05 pm.
Stoddard welcomed Thais Ayre to the Board of Commissioners.
Armstrong led the commission in the Pledge of Allegiance.
APPROVAL OF THE MINUTES:
Stoddard entertained a motion to approve the minutes as mailed. Stoddard pointed out that
the second draft of minutes that were emailed to commissioners, in the final motion of the
meeting the word "as" was added to the motion. Schwartz moved the minutes of September
13, 2016 meeting be approved as emailed; Armstrong seconded. The full authority approved.
GENERAL BUSINESS
1. Comprehensive Plan:
Chapter
Board members discussed the following subjects:
• Our Valley Our Vision, even though it was written a number of years ago, should stay in
Chapter 1 as a reference document.
■ Mayor and City Council should revisit the Vision Statement for the City of Chubbuck.
■ Transportation, Chapter 5, should mention the 1-15 interchange along with a summary
paragraph.
• Economy, Chapter 11, summary was discussed. If not in an existing neighborhood the
land would need to be annexed into the City boundary.
• Width of roads were widened by 4' in an ordinance that was approved this spring.
Chapter 5 will be on the November meeting agenda with a draft summary paragraph
referencing Siphon Road Interchange.
Hazardous Areas and Agriculture
• Little Pocatello Creek boundaries were discussed. It is designated as a flood zone.
Maps and Illustration
0 1-15 interchange should be on the Functional Class Road System map.
• Future Land Use Designations map was discussed along with the difference in Single
Family Residential (R-1) and Limited Residential (R-2) zoning. Education is the best way
to help City residents understand the difference.
• Parks, Paths and Schools map along with Cash in Lieu of Parks which is in City Code was
discussed. Andrus has been researching nearby cities and most do have some kind of a
dedication for developers to dedicate open space for a park. The usable space should be
decided at the Preliminary Plat stage.
• Parks, Paths and Schools map should include the land School District 25 owns on Philbin
Road to be a proposed Elementary School.
• Model Community and Neighborhoods map shows that residents should be able to walk
or bike to their destination.
Updated maps to review will be on the November meeting agenda.
2. Reminder that November's meeting is on Wednesday the 9th
3. Association of Idaho Cities Fall District Workshop is Thursday November 10 at Idaho
Central Credit Union, 4400 Central Way, from 9 am to 3 pm. City will pay the registration
fee just let Paul or Nelli know you would like to attend.
Stoddard entertained a motion to adjourn; Schwartz made the motion. Buttars seconded. All
voted to adjourn at 8 pm.
