HomeMy WebLinkAbout03 25 2003 CM35 COUNCIL MEETING MINUTES March 25th, 2003 Minutes of a regular meeting held at the Chubbuck City Council Chambers, March 25th, 2003. Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 7:30 p.m by Mayor Cotant. PLEDGE ALLEGIANCE TO THE FLAG was lead by Kenny Walston. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the Regular Meeting Minutes of March 11th, 2003. Councilman Kearns moved to approve the Regular Meeting Minutes of March 11`h, 2003 as read, Councilman Quick seconded. All council members present voted in favor of motion. UPDATE THE CITY OF CHUBBUCK COMPREHENSIVE PLAN - At the March 11th, 2003 Council Meeting, Asst. Planning Director Larry Kohntopp was directed to check with Bannock County Zoning and the "Our Valley, Our Vision" build -out analysis. APD Kohntopp gave a report on Bannock County's zoning between Philbin and Rio Vista Roads on W. Chubbuck Road. APD Kohntopp recommended the City's Comprehensive Plan fit into Bannock County's projected zoning. Councilman Kearns moved to adopt the Urban Service Boundary as presented, in combination with the land use pattern map, Councilman Quick seconded. All council members voted in favor of motion. ACCEPTANCE OF OFFER OF DEDICATION - THE MEADOWS - The City Council has found that all structures and improvements relating to the dedicated lands, streets or utilities have been completed. PWD Smart recommended the Offer of Dedication for Meadows Subdivision be .-r accepted. Councilman Quick moved to accept the Offer of Dedication by The Meadows as read, Councilman Gunter seconded. All council members voted in favor of motion. 37 COUNCIL MEETING MINUTES - (cont.) March 25"', 2003 ACCEPTANCE OF OFFER OF DEDICATION - HERITAGE WEST NO. 7 - The City Council has found that all structures and improvements relating to the dedicated lands, streets or utilities have been completed. PWD Smart recommended the Offer of Dedication by Heritage West No.7 Subdivision be accepted. Councilman England moved to accept the Offer of Dedication Heritage West No. 7, as read, Councilman Quick seconded. All council members voted in favor of motion. 2001 -2002 FISCAL YEAR AUDIT - City Auditor Scott Jones presented the 2001 -2002 Fiscal Year Audit to Mayor Cotant and Council. City Auditor Scott Jones stated the City started a self funded health insurance program April 1S`, 2002. CA Jones suggested, when money goes into the health insurance trust fund, it be shown as transfers from the various departments. CA Jones suggested the City of Chubbuck Employees Benefit Fund be a part of the computer system. City Clerk Conlin said the suggestions will be implemented at once. Councilman Quick moved to accept the 2001 -2002 Fiscal Year Audit as presented, Councilman Kearns seconded. All council members voted in favor of motion. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman Gunter moved to approve the computer print -out claims as presented, Councilman England seconded. All council members voted in favor of motion. GENERAL DISCUSSION - 1. PWD Smart said Kathleen Lewis, SICOG set a meeting for the City of Chubbuck staff with the Bannock County Assessor at 2:00 p.m, March 26 ', 2003, regarding the proposed Chubbuck Urban Renewal Boundary Areas changes. EXECUTIVE SESSION MEETING - At 8:15 p.m, Councilman England moved to go into executive session meeting as authorized by Idaho Code 67 -2345 (b) to discuss Police Department personnel matters, Councilman Quick seconded. Roll Call Vote: Quick, yes; England, Gunter, yes; Kearns, yes. No final action or decision was made. 39 COUNCIL MEETING MINUTES - (cont.) March 25"', 2003 At 8:42 p.m, Councilman England moved to adjourn from executive session meeting to regular meeting, Councilman Gunter seconded. All council members voted in favor of motion.
