HomeMy WebLinkAbout003.09.16City of Chubbuck Land Use and Development Commission Meeting Minutes March 9, 2016 - 7:00 pm Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, on March 9, 2016. Chairman Jason Mendenhall : Commission Members: Dan Stoddard, Jay Buttars, Brady Smith, Russ Armstrong, Todd Blackinton, Carrie Holm. City Staff: Rodney Burch, Paul Andrus. Attorney: Tom Holmes. Administrative Assistant: Ranelle Simmons The meeting was moved from Tuesday to Wednesday because of election night, Council Chambers were used as a polling place. Chairman Mendenhall called the meeting to order at 7:00 pm. Mendenhall led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES Mendenhall entertained a motion to approve the minutes as mailed. Stoddard moved the minutes of February 9, 2016 meeting be approved as mailed; Blackinton seconded. The full authority approved. Brady Smith has a conflict with #1. PUBLIC HEARING 1. An application by Gary Ratliff 3960 South 2"d Avenue, Pocatello, Idaho 83204 for Intermountain Subdivision Preliminary Plat. An Industrial Development located in Re -plat of Lot 4 of the Ratliff Subdivision Division 1, Instrument # 20101291, Southeast % of Section 3, Township 6 South, Range 34 East of the Boise Meridian in the County of Bannock, north end of Burley Drive, West of Brook Lane and East of Laurel Lane. Mitch Greerfrom Rocky Mountain Engineering and Survey, 600 East Oak, Pocatello, ID 83201 was in attendance representing the application. This is a 5 lot preliminary plat that is similar to Frasure Industrial Park Subdivision. Storage units will be extended on to the bigger lot. Water line will be extended between Laurel Lane and Burley Drive. The ponds are for storm water run-off. Lot 5 is where the storage units will be built. Traffic volume in the cul-de-sacs was discussed. Burch pointed out the memo from the packet and that City Codes are met. Recommendation from city staff is approval. Mendenhall opened the Public Hearing. No public comment. Public Hearing was closed and brought back to the commission for discussion. Mendenhall entertained a motion. Stoddard moved to recommend approval of the application by Gary Ratliff as indicated on the agenda. Blackinton seconded. Roll Call Vote: Stoddard, Yes; Buttars, Yes; Armstrong, Yes; Blackinton, Yes; Holm, Yes; Mendenhall, Yes. Motion is approved. 2. Consider proposed ordinance amending Title 18, Land Use, in the City of Chubbuck City Codes. Andrus stated the changes to Title 18 have been reviewed by the commission prior to the public hearing tonight. The commission discussed a couple of locations where the text flow or punctuation marks could improve being able to understand the contents. Burch explained to commissioners that all applications are a recommendation to City Council except for Conditional Use Permits. The approval or denial is a Land Use Board decision. "Geographic area limitation" removal was discussed. Holmes stating it is no longer necessary according to city staff. Geographic limitation was added many years ago to control duplexes and multifamily housing. There is still a limitation on the percentage of structures at 25% and an exception can be granted by the Land Use Commission. Mendenhall opened the Public Hearing. No public comment. Public Hearing was closed and brought back to the commission for discussion. Cell towers and fencing requirements were discussed. Fencing would be decided in a Conditional Use Permit. Mendenhall entertained a motion, this is a recommendation for City Council for either approval or denial of the changes. Buttars moved to approve the proposed ordinance amending Title 18 "Land Use". Stoddard seconded. Roll Call Vote: Buttars, Yes; Stoddard, Yes; Smith. Yes; Armstrong, Yes; Blackinton, Yes; Holm, Yes; Mendenhall, Yes. Item is approved. GENERAL BUSINESS Review Chapter 11 in the Comprehensive Plan, Economic Development. Andrus stated the first two points in the Discussion section are outdated but are based on previous studies so they are hard to replace without new studies done. In the "Commercial redevelopment is targeted for the following areas:" Pine Ridge Mall, Farmer Holding should be added as #4. Noted that on page 11.2 Issues addressed: #4 "a job helps" should be removed. Page 11-2 change new neighborhoods also envisioned ... following locations to: North west and north east of Chubbuck Association of Idaho Cities is having training at Idaho Central Credit Union's main office on Friday April 29 from 9:00 -3:00. Please let Paul or Nelli know if you want to attend. Mendenhall entertained a motion to adjourn; Blackinton made the motion. Smith seconded.
