HomeMy WebLinkAbout012.12.15City of Chubbuck Land Use and Development Commission Meeting Minutes December 8, 2015 - 7:00 pm Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, on December 8, 2015. Chairman Jason Mendenhall: Commission Members: Mike Schwartz, Dan Stoddard, Jay Buttars, Brady Smith, Pete Anderson. City Staff: Rodney Burch, Paul Andrus. Attorney: Tom Holmes. Administrative Assistant: Ranelle Simmons Chairman Mendenhall called the meeting to order at 7:00 pm. Mendenhall asked if any commissioners had a conflict of interest within the items before the board tonight. Anderson led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES for November 10, 2015 Mendenhall entertained a motion to approve the minutes as mailed. Anderson moved the minutes of November 10 meeting be approved as mailed; Schwartz seconded. The full authority approved. PUBLIC HEARING 1. An application by Idaho Central Credit Union, 4400 Central Way, Chubbuck, ID 83202 requesting a change in Land Use District from Residential (R-2), and Industrial (1) to General Commercial (C-2). Property is located at the south end of Burley Drive. Stuart Ward, Dioptra, 4737 Afton Place Suite B, Chubbuck, ID 83202 was in attendance representing the application. This is a straight forward request to change multiple zones in the subdivision to one zone. City staff explained the vacation of Burley Drive and Victoria Circle have both been completed. Mendenhall opened the Public Hearing. No public comments. Public Hearing was closed Meeting was brought back to the commission. Mendenhall entertained a motion. Anderson moved to recommend to City Council the approval of the zone change for Idaho Central Credit Union, 4400 Central Way, Chubbuck ID. 83202 for the land located at the south end of Burley Drive. Stoddard seconded. Roll Call Vote: Schwartz, Yes; Stoddard, Yes; Smith, Yes; Anderson Yes; Mendenhall, Yes. Motion carries. 2. An application by the City of Chubbuck, 5160 Yellowstone Avenue, Chubbuck, ID 83202 requesting a change in Land Use District to Agricultural (A) upon requested annexation for that portion of the Philbin Road right-of-way adjacent to Connor Academy, 1295 Alpine Avenue, Chubbuck, ID 83202. Rodney Burch, Public Works Director for the City of Chubbuck represented the application. City has been monitoring the traffic by Connor Academy. From the center line on Philbin Road to the west right-of-way and from the canal crossing to the interstate is in Bannock County. Objective tonight is to annex that right-of-way. Connor Academy is zoned Agricultural (A). The City would maintain that section of road. There are potential changes with the traffic issues. Mendenhall opened the Public Hearing. No public comment. Public Hearing was closed. Mendenhall reminded commission this is a recommendation to City Council and entertained a motion. Smith moved to recommend to City Council to approve the request for changing the portion of Philbin Road right-of-way adjacent to Connor Academy to Agricultural (A) and request annexation of that portion of Philbin Road right-of-way. Schwartz seconded. Roll Call Vote: Schwartz, Yes; Stoddard, Yes; Smith, Yes; Anderson Yes; Mendenhall, Yes. Motion carries. Both Notices of Public Hearing will go to City Council on January 6, 2016. GENERAL BUSINESS 1. Review Chapter 2, Property Rights, and 4, Land Use from the Comprehensive Plan. Chapter 2: No questions or comments from commission members. Chapter 2 is complete. Chapter 4: Andrus reviewed the changes he had made. A few typos will be corrected. Table 4-3 will be table 4-2. No other comments or questions. With those changes Chapter 4 is complete. Mendenhall thanked Pete Anderson for his time on the Land Use board. He has been on the commission since 1980, 35 years. Tonight is his last meeting. ADJOURN Mendenhall entertained a motion to adjourn; Anderson made the motion. Smith seconded.
