HomeMy WebLinkAbout003.03.15City of Chubbuck Land Use and Development Commission Meeting Minutes March 3, 2015 - 7:00 p.m. Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, on March 3, 2015. Chairman Peter Anderson: Commission Members: Dan Stoddard, Jay Buttars, Ron Horner, Jason Mendenhall, and Bryan Nield. City Staff: Steve Smart, Paul Andrus. Attorney: Tom Holmes. Secretary: Ranelle Simmons Chairman Anderson called the meeting to order at 7:00 pm. Nield led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES: Anderson entertained a motion to approve the minutes as mailed. Mendenhall moved the minutes of February 10, 2015 meeting be approved as mailed; Horner seconded. Motion carries. NOTICE OF PUBLIC HEARING An application by Rocky Mountain Engineering and Surveying, 2043 E Center St., Pocatello, ID 83201 for Sunset West Division 8 Preliminary Plat. Located in East Y22 of Section 5, Township 6 South, Range 34 East of the Boise Meridian in the County of Bannock. The subdivision will be North of Angela Street Drive and West of Philbin Road. No one was in attendance to represent the application. 2. An application by CHB Development, 476 W 325 S, Bountiful, UT84010 for CHB Development Preliminary Plat. Located in South East X Section 10, Township 6 South, Range 34 East of the Boise Meridian in the County of Bannock. The subdivision will be on Bullock Street. Rodney Burch, Dioptra, 4737 Afton Place, Chubbuck, ID 83202 was in attendance representing the application. The application is for a 5 lot commercial development located between Radio Shack and Texas Road House on Bullock where the warehouse is being demolished. Sewer for this project feeds into Pocatello rather than Chubbuck. Pocatello has given their approval. Water is also present. Access into the site will be improved and a second entrance will be added on the east end of the project. There is an agreement for all lot owners that the parking and access will be shared. This is the same concept as the Costco development where the businesses share the parking and access. Two of the pads are in a development stage. No comments from city staff. Public Hearing was opened. No public comment. Anderson closed the Public Hearing and brought the meeting back to the commission. Anderson entertained a motion. Nield made the motion to approve the application by CHB Development, 476 W 325 S Bountiful, UT 84010 for CHB Development Preliminary Plat. Located in South East Y4, Section 10, Township 6 South, Range 34 East of the Boise Meridian in the County of Bannock. The subdivision will be on Bullock Street. Mendenhall seconded. Roll Call Vote: Stoddard, Yes; Buttars, Yes; Horner, Yes; Mendenhall, Yes; Nield, Yes; Anderson, Yes. Motion carries. An application by Bobcat Properties, 1360 Albion Avenue, Burley ID 83318 for a Change of Land Use District from General Commercial (C-2) to Planned Unit Development (PUD) for Bobcat PUD (subdivision) 207 Briscoe Road, Chubbuck, ID 83202. Jay Buttars has worked with this applicant so he asked to abstain. Andrus explained the PUD plan, preliminary plat and final plat and plan have been approved and the zone change was not stated in the public hearing notice. Anderson opened the Public Hearing. Phyllis Renae Wood lives with her dad William Armstrong at 128 Briscoe Road. Concerned with property value and why has there not been any improvements on the road. Mark Mitchell lives at 141 Briscoe Road. Concerned the zoning had been changed, where the kids are going to play, crime, speeding traffic, and the distance from the building to the property line. Public hearing was closed and brought back to the commission. Smart explained the intent all along by the applicant was to change the zoning to PUD. At the staff level the change of land use district to PUD was not in the public notice. The terminology was inadvertently left out. No discussion from the commission. Anderson entertained a motion. Stoddard made the motion to approve the application by Bobcat Properties, to change the zone from General Commercial (C-2) to Planned Unit Development (PUD) for Bobcat PUD (subdivision) 207 Briscoe Road, Chubbuck, ID 83202. Horner seconded. Roll Call Vote: Stoddard, Yes; Horner, Yes; Mendenhall, Yes; Nield, Yes; Anderson, Yes. Motion carries. Mendenhall asked if the Public Hearing item #1 needed to be tabled. Commission and city staff discussed. Anderson entertained a motion. Mendenhall made the motion that the first Public Hearing application be tabled until the next meeting. Buttars seconded. All voted in favor. Motion carries. GENERAL BUSINESS 1. Discuss changes to Comprehensive Plan Paul will have a chapter for commission to look overfor the next meeting.
