HomeMy WebLinkAbout1986-024 Sewer Rates and Plant CapacityRECE ivr_-n RESOLUTION NO. 1986-� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POCATELLO, A MUNICIPAL CORPORATION OF IDAHO, PROVIDING SEWER RATES AND PLANT CAPACITY FEES FOR FISCAL 1986-1987; PROVIDING FOR A 30% REDUCTION OF MONTHLY SEWER CHARGES FOR CERTAIN QUALIFIED SENIOR CITIZENS AND OTHER QUALIFIED APPLICANTS; PROVIDING FOR SUCH RATES AND FEES TO BE EFFECTIVE OCTOBER 1, 1986 THROUGH SEPTEMBER 30, 1987. WHEREAS, City of Pocatello Ordinance 13.16.180 authorizes sewer rates and plant capacity fees to be set from time to time by Resolution; and, WHEREAS, the City Council has determined that no changes are necessary to the fees set forth in Resolution 1985-29; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF POCATELLO THAT SEWER RATES AND PLANT CAPACITY FEES FOR FISCAL 1986-1987 SHALL BE AS FOLLOWS: 1. That residential single family sewer rates will be $4.65 per month per dwelling unit. Outside city limits will be $5.40 per month per dwelling unit. The term "outside city limits" as used in this resolution, shall mean any service furnished to any residential or non-residential unit located beyond the city limits of Pocatello and Chubbuck. 2. That residential multi -family sewer rates will be $3.81 per month per unit. Outside city limits will be $4.45 per month per unit. 3. That non-residential metered rates will be $.51 per 1,000 gallons with a winimum of $3.90 per month including the first 9,500 gallons of metered water. Outside city limits will be $.62 per 1,000 gallons with a minimum of $4.65 per month including the first 9,500 gallons of metered water. 4. That unmetered residential sewer rate will be $4.85 per month per unit. Unmetered multi -family sewer rates shall be $3.91 per unit. Non-residential with unmetered water use shall be subject to rates set by the City adjusted to the most comparable commercial use on metered rates. 5. That metered summer line irrigation water used will not be subject to sewer charges. All costs connected with the installation of meters shall be paid by the customer. 6. That wastewater rates for Idaho State University and Independent School District #25 will be $.51 per 1,000 gallons of metered water. However, should a building irrigate from the same meter that services said building, the sewer rates will be based on the metered water used during the months of November through May inclusive, averaged over a twelve month period. This rate does not apply to Idaho State University dwelling units, which shall be billed at residential rates as provided in #2 above. 7. That rates for treatment of City of Chubbuck wastewater shall be: South of I-86 Residential single family will be $4.65 per month, per unit. RESOLUTION 2 - unit. Residential multi -family will be $3.81 per month per Non-residential metered rate will be $.51 per 1,000 gallons, with a minimum of $3.90 per month, including the first 9,500 gallons of metered water. North of I-86 Rate for wastewater will be $.43 per 1,000 gallons. 8. Excessive strength charges ($ per pound) BODS will be $0.054 inside city limits and $0.062 if outside city limits. Suspended solids charges will be $0.087 inside city limits and $0.099 if outside city limits. Note: This charge to apply to all strength concentrations greater than 300 mg/l. 9. All of the above rates will be subject to decreases or increases by adjustment due to changes in cost of electrical power as provided in Pocatello Ordinance #2010. 10. That persons who qualify for Bannock County's Circuit Breaker Exemption List and meet the additional qualifications listed herein, shall receive a 30% reduction on that portion of their utility bill listed as "Sewer." Said reduction shall be available only to those who own and occupy a single-family dwelling, and shall not be available for multi -family units, including duplexes. Upon receipt of the Circuit Breaker Exemption List from Bannock County, the City Utility Billing Department shall make the reduction, which shall remain in effect so long as the applicant meets the requirements set forth herein. RESOLUTION - 3 - 11. Plant capacity fees will be as follows: Single family dwellings and mobile home on permanent foundation, etc. Living units other than single family, including mobile home courts, duplexes, apartments, trailer parks, etc. Motels and hotels Commercial or industrial buildings $370.00 for each living unit or mobile home space. $370.00 per initial connection plus $230.00 per additional unit or space over one. $370.00 per connection, plus $23.00 to be added for each additional unit. Fee dependent upon type of customer. Use repro- duction unit capacity cost of $1.37 per gallon per day based on average usage. That all above fees and rates will be effective from October 1, 1986 through September 30, 1987. RESOLVED this Alm day of August, 1984.
