Minutes of the special meeting of the Land Use and Development Commission held in the City
Municipal Building September 5, 2002.
Present: Chairman Pete Anderson; Commission members: Wally Wright, Jason, Mendenhall, Mary
Harker, Nolan Briscoe, Gayle Anderson, Ray Rosen; Attorney: Tom Holmes ; City Staff: Larry
Kohntopp and Steve Smart; Secretary Myrna Crapo.
Chairman Anderson called the meeting to order at 6:00 P.M.
GENERAL BUSINESS:
1. Comprehensive Plan zoning map
Larry Kohntopp reviewed the current comprehensive plan designation.
Commission discussed:
1. Need a mixed use zone if we keep the plan designation in the current comprehensive plan.
2. We need to define public buildings.
3. Need to be flexible in what is allowed in an area.
4. We need to do a paragraph tying those designations along with the definitions.
The commission was in agreement with keeping the plan designation as is with public buildings being
defined.
Urban service map:
1. The area where we will extend our services. We need to encourage infill.
Commission discussed:
1. What would happen if developments wanted to locate outside of the service boundary.
2. Our responsibility is to plan the growth and protect the citizens who live here.
3. It is OK the way it is.
Comprehensive plan map:
1. Along Hawthorne we need to have mixed uses. Designate Hawthorne as multiple use.
2. Hiline become multi -use property.
3. Writing a zoning for multi -use
4. We need compatible uses next to residential
5. Need a map to use the more broader definitions
6. Mixed use along interstates for buffer zones.
7. Siphon Road and Chubbuck from one end of town to the other end of town multi -use.
