elimination system
(NPDES) permit;
providing defini-
tions; prohibiting il-
licit connections
and discharges to
the municipal
storm sewer sys-
tem; providing au-
thority to conduct
inspections; sur
veillance and moni-
toring for compli-
ance with permit
requirement; pro-
viding for waiver
and appeal proc-
