Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Thomas S. Nield, Steven M. England, Attorney B. Lynn Winmill and City Clerk Ron C. Conlin. Public Works Director Steven M. Smart was excused. Meeting called to order at 7:30 p.m. by Mayor Cotant. ORDINANCE #249 - amending Section 2 of Ordinance #179, Attorney Winmill asked Mayor Cotant and Council to consider Ordinance #249 and adopt it at the next regular council meeting on Febuary 14. HERITAGE WEST WELL DISCUSSION - Mayor Cotant said the city's permit is still valid. Mayor Cotant stated Jack Cushman would still take the contract at a $3,000.00 reduction, or $34,000.00 to drill, case, develop and test the pump. Rocky Mountain felt that a new bid might be lower. Councilman Nield stated he did not feel good about Mr. Cushman coming back with a lower bid after two years. Discussion on the legally of giving Mr. Cushman the bid without rebidding it. If the bid was tabled at the bid opening Attorney Winmill stated there is nothing in the ordinance to prohibit the cit fro acc ting Mr. Cushman's bid as being the lowest responsible bid and ,,fi Mgu yor Cotant, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin to prepare and execute a contract with Mr. Cushman at or below his bid at that time. FAIRGOUNDS WELL D11SCUSSION - Mayor Cotant and Steve Smart met with the County and discussed the Fairgrounds Well. Mayor Cotant and Steve Smart decided to present to the council the following: The County asked if the City would be willing to pay half of a $4,000.00 or $5,000.00 charge to test the flow of the well. Mayor Cotant and Council discussed at length the benefits of having the Fairgrounds Well. Public Works Director Steven M. Smart is checking the easements. After discussion it was decided that the City would participate with the County in testing the flow of the well. FIRE CHIEF DISCUSSION - Mayor Cotant and the Council discussed the possiblilty of the hiring of a Fire Chief. Mayor Cotant stated he has recieved an application from Dean Wood for Fire Chief. After discussion Mayor Cotant and Council were in favor of hiring a Fire Chief with the understanding he will work with Public Works Director Steve Smart. Mayor Cotant asked City Clerk Ron C. Conlin to set a meeting with Tom Nield, Mayor Cotant and Eldon Muir at 5:00 p.m. Febuary 1. 17 FIRE CHIEF DISCUSSION - cont'd. After discussion it was decided to asked for applications for Fire Chief.
