HomeMy WebLinkAbout03 13 1984 CM31 COUNCIL MEETING MINUTES March 13, 1984 Minutes of the regular council meeting held in the city municipal building, March 13, 1984. Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Steven M. England, Attorney B. Lynn Winmill, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Councilman Thomas S. Nield was excused. Meeting called to order at 7:35 p.m. by Mayor Cotant. Bishop Dean J. Groesbech, 48th Ward, LDS Church gave the invocation. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the minutes of February 28th, 1984. Councilwoman Hopkins moved to approve minutes of February 28 as written. Councilman Quick seconded the motion. All Councilmembers present voted in favor of motion. PUBLIC HEARING - A proposal to consider changes in the Comprehensive Plan of the City of Chubbuck with respect to planned street improvements by considering changes in the functional classification of some streets within the city. These streets include, but are not limited to, East and West Chubbuck Road and Yellowstone Ave. Changes in the functional classification may change some roadway characteristics and minimum right-of-way requirements. Mayor Cotant declared the hearing open. Mayor Cotant asked if there was anyone present for or against the proposal. There was no one present for or against the proposal .--Mayor-Cotaiht- asked -for=eommehts from =the -Council . Councilwoman Hopkins expressed concern of changing the Principle Arterial Streets to Minor Arterial Streets. After considerable discussion Councilman Quick made motion that the Comprehensive Plan be changed to reflect the following; Yellowstone Avenue to be a Principle Arterial Street, and Chubbuck Road, Hiline Road, Hawthorne Road, Philbin Road, Siphon Road and Tyhee Road be Minor Arterial Roads their entire length. Councilman England seconded. Roll Call Vote: Hopkins, yes; Quick, yes; England, yes. PROCLAMATION FOR NATIONAL POISON CONTROL MONTH - Mr. Ron Endo was present and ex- plained the proclamation To Mayor Cotant and Council. Mayor Cotant read the Proclamation in full. Mayor Cotant suggested that Mr. Endo talk to Officer Dick Webb and he would probably work with him. Mayor Cotant signed the Proclamation proclaiming March 18th through March 24, 1984 Poison Prevention Week. -- CITY FLAG DESIGN - Myrna Crapo was present and presented to Mayor Cotant and the Council several drawings and suggestions for a City Flag. Myrna also asked permission to purchase the material for the flag and the certificates to send to all participants. Mayor Cotant asked Myrna to let the Council know the costs. After discussion Councilwoman Hopkins moved to accept the design prepared by Annette Davies, Sawtooth Lane. (City of Industry Design). Councilman England 33 CITY FLAG DESIGN - Cont. seconded. All Councilmembers present voted in favor of motion. ORDINANCE #247 - An ordinance of the City of Chubbuck, Idaho, providing for the changing of the name of a protion of Stuart Avenue, to James Street; providing for the changing of the name of Leah Street to Joel Street; and providing when this ordinance shall become effective. Mayor Cotant read Ordinance #247 in full for the first reading. LIQUOR CATORING PERMIT - Round -Up Room, has applied for a liquor catering permit for the Farmers Insurance Group Party at the E1 Cielto, March 30, 1984 from 5:30 p.m. to 12:00 p.m. After discussion Councilman England moved to approve the liquor catering permit. Councilman Quick seconded. All Councilmembers present voted in favor of the motion. RESOLUTION #1-84 - A Resolution of the City of Chubbuck, Idaho, establishing the rates to be charged by the City for sewage disposal through the municipal sewer system; and providing when said rates shall become effective. Public Works Director Steve Smart explained the resolution. Steve stated the rates on pages one & two are exactly the same rates the City of Pocatello will charge the City of Chubbuck for customer hook -ons. Councilman Quick moved to adopt Resolution #1-84 effective upon publication of Ordinance #251. Councilman England seconded. Roll Call Vote: Hopkins, yes; Quick, yes; England, yes. NOTICE OF APPEAL - Mayor Cotant and Council was presented a letter from Attorney Brent Morgan in reference to a Dismissal of Appeal by Mr. & Mrs. Wilfred F. Stratton, 1020 W. Quinn Road. Mayor Cotant read the letter in full. GENERAL DISCUSSION - 1) Sewer Flusher - Steve stated the sewer flusher the city..has now is,--not--effective and we should consider purchasing a new one. 2) Sanitation Truck - Discussion on the purchase of a new sanitation truck. Mayor Cotant asked Steve to research the costs and present to the Council. 3) Sidewalk, curb, and gutter to the north of Chubbuck Lumber - It was stated Chubbuck Lumber might be remodeling. Building Inspector suggested requiring Chubbuck Lumber to put in sidewalk, curb and gutter. 4) Street Financing - Mayor Cotant suggested having town meetings to get ideas on how to finance repair of the streets. It was stated a lot of the streets in the city need to be resurfaced. Mayor Cotant and Steve Smart will research and keep the council informed. 5) Junior Careers, Jeff Henke - Councilman England reported a bad experience with the kids selling candy for Junior Careers. 35 CLAIMS - Computer print-out claims and handcheck claims have been presented to Mayor Cotant and Council. After review, Councilwoman Hopkins moved to approve claims as presented. Councilman England seconded. All Councilmembers present voted in favor of the motion.
