HomeMy WebLinkAbout09 25 1984 CM109 COUNCIL MEETING MINUTES September 25, 1984 Minutes of regular council meeting held in the city municipal building, September 25, 1984. Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Thomas'S. Nield, Steven M. England, Attorney B. Lynn Winmill, Engineer Steven M. Smart and Ctiy Clerk Ron C. Conlin. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the minutes of September 11, 1984. Councilman Nield moved to approve the minutes of September 11, 1984 with the following correction. Page 105, Sanitation bags, Paragraph 3; Councilman Nield suggested that the City have a 12 month trial period. Councilman Quick seconded. All councilmembers voted in favor of motion. INSURANCE CLAIM - Mr. Brad Pickering has presented the City with a claim for damage to his automobile while he was parked at the Green Triangle parking lot. After discussion it was decided to have City Clerk Conlin present the claim to Boyd Fullmer Insurance Co. *****CORRECTION ON WORK RELEASE PROGRAM********* WORK RELEASE PROGRAM - Attorney Winmill stated that he has received confirmation that the City liability insurance carrier or the State Insurance Fund would provide coverage in the event a claim is made by an individual working for the City pursuant to the courts work release program. Attorney Winmill stated the City should neverthe- less keep the individuals away from high risk situations. The Council directed Engineer Smart and City Clerk Conlin to implement the work release programin the City. GENERAL BUSINESS - 1) SANITATION BAGS - Engineer Smart said the plastic sanitation bags would be in mid or late October. Attorney Winmill stated he would have the ordinance ready for the October 9 meeting. 2) AMERICAN WEST HERITAGE AGREEMENT - Attorney Winmill stated he has sent a letter to American West Heritage telling them we would need $100,000.00 or a signature on the agreement. He said he had not recieved an answer as of yet. 3) CAPITAL CONTRIBUTION ORDINANCE - Attorney Winmill stated he had sent a copy of the draft to Mr. Hoffman. Mr. Hoffman told Attorney Winmill he would give him an estimated cost to figure a dollar amount for the ordinance. 4) H.K. CONTRACTORS - Engineer Smart and Jordan Stuart will attend an auction held by H.K. Contractors on October 4 in Idaho Falls. 5) BICYCLE SAFETY PROGRAM - Officer Dick Webb is working on this program. YELLOWSTONE HIGHWAY GRAND OPENING - Mayor Cotant invited all City merchants to meet and discuss a grand opening for the Yellowstone Highway. Mayor Cotant asked the businesses to form a committee or business association. After discussion it was decided that Bob Walker, Five Mile Inn be the chairman and the following as co-chairman: Frank Ramsey, Frank Ramsey's Mobile Homes, Tim Goddard KKLB, Jim Thilmont, Burger King, Mike Hill, Idaho Bank & Trust. Saturday, October 13, 1984 was discussed as the grand opening date. It was decided that the committee would meet Wednesday, September 26, at 10:00 a.m. at the Five Mile Inn. 111 CLAIMS - Handcheck claims were presented to Mayor Cotant and Council. After discussion Councilman England moved to approve claims as read. Councilwoman Hopkins seconded. All councilmembers voted in favor of motion.
