HomeMy WebLinkAbout10 09 1984 CM113 COUNCIL MEETING MINUTES October 9, 1984 Minutes of regular council meeting held in the city municipal building, October 9, 1984. Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Thomas S. Nield, Steven M. England, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Meeting called to order at 7:30 p.m. by Mayor Cotant. INVOCATION was given by Bishop Dean Groesbeck, 48th Ward, Church of Jesus Christ of Latter Day Saints. APPROVAL OF MINUTES --Mayor Cotant asked for corrections and additions to the minutes of September 25, 1984. After discussion Councilwoman Hopkins moved to approve the minutes of September 25th with the following change: WORK RELEASE PROGRAM - Attorney Winmill stated that he had recieved confirmation that the City Liability insurance carrier or the State Insurance Fund would provide coverage in the event a claim is made by an individual working for the City pursuant to the courts work release program. Attorney Winmill stated the City should never the less keep the individuals away from high risk situations. The Council directed Engineer Smart and City Clerk Conlin to implement the work release program in the City. Councilman Quick seconded. All councilmembers voted in favor of motion. PUBLIC HEARING - Proposal by Robert S. Johannsen, 2722 Kristen, for a Land Use District change on property located north of East Chubbuck Road, immediately west of Bunce Subdivision, to limited Residential (R-1). Property is presently zoned Agricultural (A). Mayor Cotant declared the public hearing open. Mayor Cotant asked is there was any opposition to the Land Use District change. There was none. Councilwoman Hopkins made motion to approve the Land Use District change on property located north of East Chubbuck Road, immediately west of Bunce Subdivision, to limited Residential (R-1) and to adopt the Land Use & Development Commission's finding of fact and conclusions of law. Councilman Nield seconded. Roll Call Vote: Hopkins, yes; Nield, yes; Quick, yes; England, yes. ORDINANCE - SANITATION BAGS - An ordinance amending Ordinance #60 providing that all garbage wastes collected by the City shall be placed in approved disposal plastic or paper containers or in approved mechanically dumped containers. Mayor Cotant read ordinance in full. Discussion about various sections of the ordinance. After discussion it was decided to direct Attorney Winmill to redraft the ordinance and present at the October 23 council meeting. PROPOSED SWIMMING POOL - Lloyd Monroe was present to report on proposed swimming pool. 115 PROPOSED SWIMMING POOL - (Cont.) Lloyd Monroe told Mayor Cotant and Council he had formed a committee including: Evan Byington, Kent Parrish, Becky Hopkins and himself. Mr. Monroe gave a report on various pools he has visited. He stated the committee would meet around October 25, 1984. PROPOSED RECORDER PURCHASE - City Clerk Ron Conlin presented two quotes for a conference recorder. Bangs Office Supply sells the Sony for $1,760.40. Yost Office Systems sells the Lanier Advocate III for $2,378.00. After discussion it was decided to have a demonstration at the October 23 Council Meeting. WAIVER OF PLATTING - Kim Waldram, 235 East Chubbuck Road, waiver in exchange for 8' road easement across the front of building site. After discussion Councilman Nield moved to approve the waiver of platting for Kim Waldram, 235 East Chubbuck Road, in exchange for the 8' road easement across the front of the building site. Councilman Quick seconded. Roll Call Vote: Hopkins, yes; Quick, yes; Nield, yes; England, yes. GROUP W CABLE FRANCHISE - Attorney Winmill passed to Mayor Cotant and Council a copy of proposed Group W Cable Franchise Agreement. After discussion it was decided to invite Mr. Dean Jones to the October 23 council meeting to answer any questions Mayor Cotant and Council might have. GENERAL DISCUSSION ITEMS - 1) SICOG 2) Capital Improvement Ordinance 3) American Heritage West Agreement 4) Security Officer Ordinance 5) Taxi Ordinance CLAIMS - Computer print out claims and handcheck claims have been presented to Mayor Cotant and Council. After review Councilman Nield moved to approve the claims as presented. Councilwoman Hopkins seconded. All councilmembers voted in favor of motion.
