D. REASONS FOR ACTION TAKEN:
Developer and city both would prefer for street base to settle over
winter months - Heritage West would like to make use of winter months
in starting some building construction - therefor, the letter of credit
to afford Heritage West to acquire building permits.
Action is consistent with Chubbuck Land Use Ordinance.
