Cotant, Council members Steven M. England, David A. Landon, W. Dean Wood, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Councilman Leroy S. Quick was excused. Meeting called to order at 7 :30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to Special Meeting of October 27, 1992, Regular Meeting Minutes of October 27, 1992, Special Meeting Minutes of November 9, 1992 and Special Meeting Minutes of November 17, 1992. Councilman Landon moved to approve Special Meeting Minutes of October 27, 1992 as read. Councilman England seconded. All council members present voted in favor of motion. Councilman Wood moved to approve Regular Meeting Minutes of October 27, 1992 as read. Councilman Landon seconded. All council members present voted in favor of motion. Councilman England moved to approve Special Meeting Minutes of November 9, 1992 as read. Councilman Wood seconded. All council members present voted in favor of motion. Councilman Wood moved to approve Special Meeting Minutes of November 17, 1992 as read. Councilman Landon seconded. All council members present voted in favor of motion. PUBLIC HEARING - An application by Marvin J. Christensen to vacate Lots 1, 2 and 3 along with an adjoined portion of Talbot Drive in Aero Park Subdivision. This land is located on the northeast end of Buffalo Road, adjacent to Chubbuck City Limits. Public Works Director Steve Smart explained the application for vacation of plat. Mayor Cotant declared the public hearing open. Mayor Cotant asked if there is anyone present against the application by Marvin Christensen to vacate Lots 1, 2 and 3 _ with an adjoined portion of Talbot Drive, Aero Park Subdivision. There was no opposition. 257 PUBLIC HEARING - (cont.) - Councilman England moved to vacate Lots 1, 2 and 3, along with an adjoined portion of Talbot Drive in Aero Park Subdivision, directing Attorney Holmes to prepare an ordinance vacating the same. Councilman Landon seconded. All council members present voted in favor of motion. BUSINESS LICENSE APPLICATION - Gordon W. Harman, Harman Farms has applied for license to sell potatoes from the back of his truck at 4260 Yellowstone Ave. (formerly Road Runner Gas Station). Councilman Landon moved to approve a business license to Gordon Harman, Harman Farms to sell potatoes from the back of his truck at 4260 Yellowstone Ave. (formerly Road Runner Gas Station). Councilman Wood seconded. All council members present voted in favor of motion. BUSINESS LICENSE APPLICATION - David Jenkins, Jenkins & Son Christmas Trees has applied for license to sell christmas trees at the Green Triangle Parking Lot. Councilman Landon moved to approve a business license to David Jenkins, Jenkins & Son Christmas Trees to sell christmas trees at the Green Triangle Parking Lot. Councilman England seconded. All council members present voted in favor of motion. LIQUOR CATERING PERMIT - Cottontree Inn, 1415 Bench Road has applied for a one day catering permit to cater a party for Bannock County Employees at the Days Inn, Chubbuck, Idaho on Saturday, December 4, 1992, 5:00 p.m. to 1:00 a.m. Police Department approved the catering permit. Councilman England moved to approve a catering permit to the Cottontree Inn, 1415 Bench Road to cater a party for the Bannock County Employees, Saturday, December 4, 1992, 5:00 p.m. to 1:00 a.m. at the Days Inn, Chubbuck, Idaho. Councilman Landon seconded. All council members voted in favor of motion. FINANCIAL REPORT for month of October presented to Mayor Cotant and Council. RESOLUTION #14 -92 - A resolution of the City of Chubbuck amending the rates to be charged by the City for garbage collection provided through the municipal sanitary service system. PWD Smart stated, at council's request, staff was asked to present suggested cuts in proposed sanitation budget. 259 RESOLUTION #14 -92 - (cont.) - PWD Smart suggested the only other reductions in the budget that can be made are salaries. Mayor Cotant stated the City is going to have to look seriously at automated sanitation pickup. Discussion about cost comparisons of privatization pickup as compared to sanitation pickup as is. Roy Rhodes, 4431 Hawthorne Road stated, he knows of several neighbors getting more than the 39 or 40 bags distributed to residents quarterly, some rolls have 50 to 70 bags. PWD Smart said the bag company is only charging us per roll, not by weight. Discussion about requiring a sticker being on a bag before it is picked up by sanitation workers. Stickers would be purchased at city offices, this would distribute costs to individuals that put out more bags equally. Councilman Landon proposed deleting the following line items from budget: SN Recycle /Compose /Hazard Waste, $25,000.00 and SN Shop Addition, $10,000.00, this will reduce the budget $35,000.00. Councilman Landon suggested PWD Smart and City Clerk Conlin prepare suggestions on how to reduce the budget an additional $15,000.00 at a Special Meeting, December 1, 1992 at 5:00 p.m. Proposed water and sewer rate increase will be discussed at the meeting. Rates in Resolution #14 -92 are: Residential $ 12.64 Multi Family $ 12.64 each addition $ 12.64 Commerical $ 59.71 Additonal single pickup $ 15.25 Dumpster Rental $ 5.00 Plus Sales Tax Councilman Landon moved to adopt Resolution #14 -92 as read. Councilman England seconded. All council members present voted in favor of motion. Councilman Wood stated we need to take a good look before water and sewer rates are increased as proposed. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman Landon moved to approve computer print -out claims as presented. Councilman Wood seconded.
