COUNCIL MEETING MINUTES
July 25`h, 2000
Minutes of a regular meeting held at the Chubbuck City Council Chambers, July 25`h, 2000.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Marvin C. Gunter, B. Kent
Kearns, Attorney Thomas J. Holmes Public Works Director Steven M. Smart, City Clerk
Ron C. Conlin. Councilman Steven M. England was excused.
Meeting was called to order at 7:34 p.m. by Mayor Cotant.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to regular meeting
minutes of July 11 `h, 2000.
Councilman Kearns moved to approve the regular meeting minutes of July 11`h, 2000 as
read, Councilman Quick seconded. All council members present voted in favor of
motion.
ORDINANCE #532 - Expressing an intent to sell, convey or exchange real property owned by
the City; authorizing a sale for cash or terms of said parcel by public auction to the
highest bidders for amounts equaling or exceeding the appraisals; reserving to the City
the right to reject any or all bids on any parcel; prohibiting such sale from occurring until
sixty days have expired from the date of passage of this ordinance and a public hearing
has been held during that period.
Mayor Cotant and Attorney Holmes read Ordinance #532 in full for the first and final
reading.
Councilman Kearns moved to dispense with the rule of reading Ordinance #532 on three
separate days, Councilman Quick seconded. Roll Call Vote: Quick, yes; England, absent;
Gunter, yes; Kearns, yes. Motion passes.
Councilman Kearns moved to adopt Ordinance #532 as read, Councilman Gunter
seconded. Roll Call Vote: Quick, yes; England, absent; Gunter, yes; Kearns, yes. Motion
passes.
AMENDED INTERAGENCY AGREEMENT FOR FIRE PROTECTION SERVICE - Fire
Chief Eric King explained the amendments to the agreement.
Councilman Gunter moved to authorize Mayor Cotant to enter into the amended
Interagency Agreement with North Bannock County Fire Protection District as presented,
Councilman Quick seconded. All council members present voted in favor of motion.

ORDINANCE #533 - Amending Section 5.07.140 to require a driver's license instead of a
Chauffeur's License; amending Section 6.04.060 to provide for annual license for daycare
facilities; adding Section 6.04.095 to require all children in a daycare facility to have
current immunizations; amending 6.04.120 to specify certain conditions applicable to
daycare facilities.
Mayor Cotant and Attorney Holmes read Ordinance #533 in full for the third and final
reading.
Councilman Quick moved to adopt Ordinance #533 as read, Councilman Kearns
seconded. Roll Call Vote: Quick, yes; England, absent; Gunter, yes; Kearns, yes.
CLAIMS - Computer print -out claims presented to Mayor Cotant and Council.
Councilman Quick moved to approve computer print -out claims as presented,
Councilman Gunter seconded. All council members present voted in favor of motion.
GENERAL DISCUSSION -
1. Mayor Cotant stated Bannock Paving is doing a good job on all aspects of West and
East Chubbuck Road construction.
2. PWD Smart stated he thought the conduit is being laid for when a street light at West
Chubbuck and Hawthorne Roads is installed.
3. City Clerk Conlin was directed to invite Veloy Fullmer, City Custodian to Staff
Meeting tomorrow at 11:30 a.m.
At 8:15 p.m., Councilman Quick moved, Councilman Kearns seconded, with full council
approval to adjourn meeting.
