Minutes of a Special Meeting held at the Chubbuck city Council Chambers, January 11 ', 2000.
Present: Mayor John O. Cotant, Council members Steven M. England, Marvin C. Gunter, B.
Kent Kearns, Attorney Thomas J. Holmes and City Clerk Ron C. Conlin. Councilman
Leroy S. Quick was excused.
Meeting was called to order at 6:00 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING is to discuss Fire Department issues.
FIRE DEPARTMENT DISCUSSION - Mayor Cotant and Council issued an invitation to Fire
Department Personnel to discuss Fire Department issues. Fire Chief Eric King, Gary
Cottrell and Charles Plew were present at the meeting.
Fire Chief Eric King stated he would like to get a five year strategic plan in place and
would like to have Mayor and Council's direction to get started.
Concerns discussed:
1. Property for future Fire Station.
2. More full time employees at fire station.
a) help with cliques
b) more work accomplished at fire station.
c) lowering pay call pay.
d) better trained personnel.
e) possible grants out there.
Councilman Kearns said he felt all City Departments need a good solid strategic plan for
the future.
Councilman England stated, rather than having a full time department at all times, he
would rather see the fire department full time during 8:00 am to 5:00 pm, then pay call
5:00 p.m. to 8:00 a.m.
Councilman England suggested the fire department present a strategic plan showing how
much could come out of current budget by lowering some line items and adjusting others.
FC King said he will work on a plan, look at current budget, then present to Mayor Cotant
and Council.

At 7:17 p.m., Councilman Gunter moved, Councilman England seconded, with full Council
approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 6:00 p.m., on Tuesday, the I Ith day of January, 2000. The purpose of the
Special Meeting is to 1) meet with Chubbuck Fire Department members. 2) Study Session on
Proposed Sewer Rate. 3) E. Chubbuck Road Engineering.
