HomeMy WebLinkAbout07 09 2002 CM125 COUNCIL MEETING MINUTES July 91h, 2002 Minutes of a regular meeting held at the Chubbuck City Council Chambers, July 9th, 2002. Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. PLEDGE ALLEGIANCE TO THE FLAG APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the Regular Meeting Minutes of June 25th, 2002. Councilman England moved to approve the Regular Meeting Minutes of June 25th, 2002 as read, Councilman Gunter seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes; Kearns, abstained. PUBLIC HEARING - An application by Colter Kirkham, 2435 N. Pamela Drive, Inkom, Idaho 83245 for a change of Land Use District to Limited Commercial, (C -1) contingent upon requested annexation. Property is located on the SW corner of Siphon and Whitaker Roads, north of Victorian Village. The Land Use Commission recommends approval. Mayor Cotant declared the public hearing open. Mayor Cotant closed the public hearing. Councilman Kearns moved to accept the Land Use and Development Commission's recommendation for a change of Land Use District to Limited Commercial, (C -1), contingent upon requested annexation for property on the SW corner of Siphon and Whitaker Roads, north of (Victorian Village), Councilman England seconded. All council members voted in favor of motion. PUBLIC HEARING - Pursuant to the ordinance of the City of Chubbuck and the Laws of the State of Idaho, that the Chubbuck City Council hold a public hearing for the purpose of revising land use application fees, fees will be increased more than 5 %. Mayor Cotant declared the public hearing open. Mike Bird, American Heritage, Inc. sent a letter to Mayor Cotant commending the Council for taking the initiative to create a committee of citizens to review the fees. 127 COUNCIL MEETING MINUTES - (cont.) July 9', 2002 PUBLIC HEARING ON LAND USE APPLICATION FEES - (cont.) Councilman England asked if there is a process to review the fees annually, Councilman England was told the recommendations contain a formula that will allow the City to raise fees as needed to reflect inflation factors. Mayor Cotant closed the public hearing. RESOLUTION #1 -2002 - Land Use Fee increase. Mayor Cotant read Resolution #1 -2002 in full. Councilman England moved to adopt Resolution #1 -2002 as read, Councilman Kearns seconded. All council members voted in favor of motion. FINAL PLAT - RE -PLAT LOTS 1 & 2, BLOCK 1, GREENER PASTURES SUBDIVISION - PWD Smart stated the plat needs to have a certificate from the Canal Company to assure the canal easements are okay. Councilman Kearns moved to accept the Greener Pastures Subdivision Re -plat of Lots 1 & 2, Block 1 as presented, subject to the City receiving a certificate of easement from the Canal Company to assure the canal easements are okay, Councilman Gunter seconded. All council members voted in favor of motion. DESTRUCTION OF SCANNED PUBLIC WORKS DOCUMENTS - Public Works Department presented a list of scanned Public Works Department documents to be destroyed. (attached). Councilman Quick moved to approve destruction of scanned Public Works Department documents, Councilman Kearns seconded. All council members voted in favor of motion. QUICK RESPONSE UNIT DISCUSSION - Fire Chief Eric King stated the Quick Response Unit has run over 600 calls this last year. FC King stated the Fire Department is having a problem scheduling because the Unit is totally voluntary. FC King said he felt the QRU is a good thing for the City, the City has received good comments from the residents. FC King felt the City should continue the QRU. There were 14 to 16 QRU volunteers present in favor of the Quick Response Unit Program. 129 COUNCIL MEETING MINUTES - (cont.) July 9 "', 2002 QUICK RESPONSE UNIT DISCUSSION - Councilman Gunter said the City is in union negotiations, from talk there, we found out the reason so much compensation time with full -time FD people is being accumulated is because the full -time employees are having to fill QRU shifts, they cannot get volunteers to cover. Councilman Gunter stated the Council and Mayor Cotant are in favor of the QRU and are appreciative of the volunteers. A nominal fee to pay the volunteers would cost the City somewhere around $20,000. to $30,000. annually, the City does not have funds in the budget. FC King said the QRU response time is 3 minutes, the ambulance is 9 minutes depending on where the ambulance is at the time. Councilman Kearns felt the City should not have anyone in the field that we are not paying. Councilman Kearns stated the City needs to look at the long term solution. Councilman Gunter said if the City wants to continue the QRU Program, the City is going to have to fund it. Councilman England stated he felt the City should do all we can do to keep the program. Councilman England said he would like to see realistic figures on the cost of funding the QRU program for a year. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman Gunter moved to approve computer print -out claims as presented, Councilman England seconded. All council members voted in favor of motion. At 9:05 p.m, Councilman Quick moved to go into executive session meeting as authorized by Idaho Code 67 -2345 (b) to discuss a personnel matter, Councilman England seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes; Kearns, yes. Discussion about a personnel matter. No final action or decision was made. At 9:25 p.m, Councilman England moved, Councilman Kearns seconded, with full council approval to adjourn meeting. 4l s Ron C. After Hours Call -Out Reports for 2000, 2001 4. Building Department commercial files for North's Chuck Wagon, First Security Bank, The Bon, JC Penney, and Pine Ridge Mall construction, which are over 10 years old. S. Bacteria Analysis Reports for 2000 6. Public Works Memos for 2000 If any of you would like to look at the documents, they are in my office on the rolling cart. Thank you for your assistance.
