Minutes of a Special Meeting held at the Chubbuck Fire Station, September 3 "', 2003.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C.
Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M.
Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 10:00 a.m. by Mayor Cotant.
PURPOSE OF MEETING is to conduct a study session on the City of Chubbuck Classification
and Compensation Study Summary presented by BDPA, Inc.
CITY OF CHUBBUCK CLASSIFICATION AND COMPENSATION STUDY - Council
reviewed and discussed the implementation costs of Alternative 91 and Alternative #2.
Discussion about implementing the recommendations by BDPA, Inc:
Department Heads will need training and guidance on the evaluation plan.
Councilman Kearns stated he is in favor of Alternative 92, but the Council should address
employee participation on health insurance plan.
Councilman England stated he would be in favor of Alternative #2 within budget
restraints.
Councilman Gunter stated he is not in favor of a merit system.
Discussion about who in the City would be exempt from the Fair Labor Standards Act.
Councilman Gunter moved to direct CC Conlin to present how much savings could be
gained if Alternative #1 was implemented in phases such as 50% in first phase and 50%
half way through the Fiscal Year and present at September 9`h, 2003 Council Meeting,
Councilman Kearns seconded. All council members voted in favor of motion.
At 11:45 a.m, Councilman England moved, Councilman Quick seconded, with full council
approval to adjourn meeting.

CALL OF SPECIAL MEETING

Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Fire Station
at the hour of 10:00 a.m, on Wednesday, the 3rd day of September, 2003. The purpose of the
special meeting is to conduct a study session for discussion of BPDA, Inc. Classification and
Co m ensation Study.
