COUNCIL MEETING MINUTES
June 5th, 2003
Minutes of a Special Meeting held at the Chubbuck Public Works Conference Room, June 5th
2003.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, B. Kent
Kearns, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 4:07 p.m. by Mayor Cotant.
PURPOSE OF THE MEETING is to review a proposed salary survey presented by BDPA, Inc.
CITY OF CHUBBUCK CLASSIFICATION AND COMPENSATION STUDY - Andrea
Fogleman, BDPA, Inc. was present to give an update on City of Chubbuck Classificaion
and Compensation Study.
Andrea Fogleman stated the reason for the meeting today is to update the Council on
where they are and get direction from the Mayor Cotant and Council on how to design the
salary structure.
Andrea stated they a prepared all new job descriptions. There were very few change
requests from employees.
Considerable discussion about the Kinds & Levels Chart presented.
Fire Chief Eric King expressed concern about how the Fire Department was placed on the
Kinds and Levels Chart. FC King stated the Fire Department should be on level with
Police Department.
Andrea Fogleman stated the next step is to give employees an opportunity to participate
in the study. All employees will be given a chance to review the Kinds and Levels Chart.
The Request for Review of Classification Grouping is required to be submitted to CC
Conlin by 4:00 p.m, June 16t`', 2003. Review meetings will be scheduled for June 16th
2003. Attached to the cover letter to employees is Job Evaluations Factors; Kinds and
Levels Chart; Position Review Request Form.
Andrea said while they have been working on this, they have been working on the Salary
and Benefit Survey. There were 17 employers asked to participate. The employers asked
to participate were; Pocatello, American Falls, Lewiston, Mountain Home, Malad, Twin
Falls, Canyon County, Blackfoot, Burley, Moscow, Rexburg and the State of Idaho.

Andrea explained how the Compensation Study was prepared.
Discussion of three salary structure proposals.
1. Step by grade system.
2. Open range system.
3. Combination system.
Council was in favor of the Combination System Salary Structure.
The next steps are:
1. Position review process.
2. Total Compensation analysis.
3. Salary structure design.
4. Implementation alternatives.
5. Next meeting.
Discussion about longevity and certification pay.
At 5:12 p.m, Councilman Quick moved, Councilman England seconded, with full council
approval to adjourn meeting.

Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Public
Works Conference Room, at the hour of 4:00 p.m, on Thursday, the 5`h, day of June, 2003. The
