Minutes of a Special Meeting held at the Chubbuck City Council Chambers, February 11 ", 2003.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin.
Meeting called to order at 6:05 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING is to 1) Study Session on proposed remodel /addition to
City Hall. 2) Chubbuck Development Authority Meeting.
STUDY SESSION ON PROPOSED REMODEL /ADDITION TO CITY HALL - City Clerk Ron
Conlin stated a ten year payback will be an annual payment of $81,112. and presented a
proposed amortization schedule.
Mayor Cotant proposed the City borrow from the following funds to pay for the
construction:
Water Operating Fund
$100,000.
Sanitation Operating Fund
$200,000.
New Sewer Replacement Fund
$ 50,000.
Sewer Bond Escrow
$ 50,000.
Enterprise Depreciation Fund
$ 50,000.
Sewer Lawsuit Fund
$250,000
HS &R
$700,000
These funds will be paid back over a ten year period at 3% interest.
The annual payment will breakdown as follows:

PROPOSED REMODEL /ADDITION TO CITY HALL - (cont.)
Mayor Cotant stated Mary Harker, Chubbuck Pride Chairman said she would organize an
open house showing the proposed remodel/addition to City Hall to interested residents.
Councilman England said he would feel better about the remodel /addition to City Hall if
something could be put into the Mayor's Letter to residents this month advising them of
costs and how the remodel/addition will be paid for
Mayor Cotant said he will contact Mary Harker and advise her to organize the open house
showing the public the proposed remodel/addition to City Hall and advise residents
through the Mayor's Letter in February.
At 6:45 p.m., the council adjourned to Chubbuck Development Authority Meeting.

Minutes of a Chubbuck Development Authority Meeting held at the Chubbuck City Council
Chambers, February 11 `h, 2003.
Present: Chairman Mayor John O. Cotant, Board Members Leroy S. Quick, Steven M. England,
Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director
Steven M. Smart, Kathleen Lewis, SICOG and Secretary- Treasurer Ron C. Conlin.
Meeting was called to order at 6:45 p.m. by CDA Chairman Mayor Cotant.
ADDITIONS AND DELETIONS TO URBAN RENEWAL AREA - Kathleen Lewis, SICOG
was present to discuss proposed additions and deletions to the Urban Renewal Area.
Kathleen Lewis presented the following proposed additions to the Urban Renewal Area:

Discussion in detail about proposed deletions from the Urban Renewal Area.
Chubbuck Development Authority members reviewed the proposed changes and directed
Kathleen Lewis to proceed with talking to Bannock County to see if they are okay with
the change in boundaries.
At 7:15 p.m, Councilman England moved, Councilman Gunter seconded, with full CDA
members approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 6:00 p.m, on Tuesday, the 11`", day of February, 2003. The purpose of
the special meeting is to conduct a 1) Study session on proposed remodel /addition to City Hall.
2) Chubbuck Development Authority Meeting.
