COUNCIL MEETING MINUTES
August 7th, 2007
Minutes of a Special Meeting held at the Chubbuck Conference Room, August 7th, 2007.
Present: Mayor Steven M. England, Council members Leroy S. Quick, Kent Kearns, Dennis
Stoddard, Richard Morgan, Public Works Director Steven M. Smart and City Clerk Ron
C. Conlin. Attorney Thomas J. Holmes was excused.
Meeting was called to order at 4:44 p.m. by Mayor England.
PURPOSE OF THE SPECIAL MEETING is to conduct a 2007 -2008 FY Budget Study Session.
2007 -2008 PROPOSED FISCAL YEAR BUDGET - City Clerk Ron Conlin gave an update on
where we are on the proposed 2007 -2008 Fiscal Year Budget.
CC Conlin presented the estimated assessed valuations, along with amounts the City can
take in property taxes for fiscal year 2007 -2008. CC Conlin presented the following
amount that can be taken.

Which is $294,202. over what was taken last year. CC Conlin stated the Total Estimated
Market Value is $377,023,046, which is $46,844,255. over last year's market value.
Discussion about what this does to the mill levy as compared to last year.

Councilman Morgan proposed the following:

FC Eric King explained the Fire Department's concerns about the $207,736 proposed
budget.
Councilman Quick stated the City of Chubbuck will not in the near future, be able to
compete with larger cities in the area, employee salaries.
After considerable discussion, Council decided to conduct another study session on this
proposed 2007 -2008 FY Budget, Thursday, at 4:30 p.m, August 9th, 2007 in the City
Conference Room.
INTRODUCTIONS AND DISCUSSION with Larry Ghan, Bannock County Commissioner and
John Peel, Stroudwater Capital about what is going on with Portneuf Medical Center
decision.
Bannock County Commission Ghan gave an overview of the process of what is going on
with the hospital decision.
At 7:07 p.m, Councilman Morgan moved, Councilman Quick seconded, with full council
approval to adjourn meeting.

CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held in the Chubbuck City
Council Chambers, 5160 Yellowstone, Chubbuck, Idaho at the hour of 4:30 p.m, Tuesday,
August 7th, 2007 to conduct a 2007 -2008 FY Budget Study Session and meet consultants
