Council Meeting Minutes
November 12, 2013
7:00 p.m.
Minutes of a regular Council Meeting held at the City Council Chambers, November 12, 2013.
Present: Mayor Steven England, Council Members: Josh Ellis, Kevin England, Brent Marshall,
Kermit Morrison, Attorney Thomas Holmes, PW Director Steve Smart, Clerk Rich Morgan.
The meeting was called to order at 7:OOpm by Mayor Steven England.
The Pledge of Allegiance to the Flag was led by Geoffrey Dye from BSA Troop 345.
The Invocation was given by President Troy Dye from the Church of Jesus Christ of Latter -day
Saints Chubbuck Idaho Stake.
Approval of Minutes. Council Member England moved to approve the regular meeting minutes
of October 22, 2013. Council Member Marshall seconded. Roll call vote: Ellis -yes, England -
yes, Marshall -yes, Morrison -yes.
Approval of the 2014 Beer, Wine, and Liquor Licenses. A list of the licensees was presented
to the Council. It is required that each licensee provide copies of their State and County licenses,
Pay the required fee and complete the application process before the license can be issued.
Council Member Ellis moved to approve the licenses subject to the licensee completing all
requirements. Council Member Morrison seconded. Roll call vote: Ellis -yes, England -yes,
Marshall -yes, Morrison -yes.
Approval of the Destruction of City records. A list of records with the statutory guideline for
records retention was presented to the Council. Council Member England moved to approve the
destruction of the records presented. Council Member Ellis seconded. Roll Call Vote: Ellis -yes,
England -yes, Marshall -yes, Morrison -yes.
Acceptance of the City Financial Report. The City's October receipts, cash disbursements and
cash balance was presented to the Council.
Council Member Marshall moved to accept the October report. Council Member Ellis seconded.
Roll call vote: Ellis -yes, England -yes, Marshall -yes, Morrison -yes.
Computer print out claims for November 12, 2013 were presented to the Mayor and Council.
Council Member England moved to approve the claims as published. Council Member Morrison
seconded. Roll Call Vote: Ellis -yes, England -yes, Marshall -yes, Morrison -yes.
Council Member Ellis requested an insurance review in January 2014.
Niki Taysom, 4604 Burley Drive, spoke against approval of the beer, wine and liquor licenses.
At 7:18pm Council Member Morrison moved to adjourn.
