Council Meeting Minutes
August 27, 2013
7:00 p.m.
Minutes of a regular Council Meeting held at the City Council Chambers, August 27, 2013
Present: Mayor Steven England, Council Members: Josh Ellis, Kevin England, Brent Marshall,
Kermit Morrison, Attorney Thomas Holmes, Public Works Director Steve Smart, City Clerk
Rich Morgan.
The meeting was called to order at 7:OOpm by Mayor Steven England.
The Pledge of Allegiance to the Flag was led by Mayor Steven England.
The Invocation was given by Bishop Rob Elison of the Chubbuck 1 lth Ward of the Church of
Jesus Christ of Latter -day Saints.
Approval of Minutes. Council Member England moved to approve the regular meeting minutes
of August 13, 2013 with the correction of adding of the approval of the July 23, 2013 meeting
minutes. Council Member Marshall seconded. Roll call vote: Ellis -yes, England -yes, Marshall -
yes, Morrison -yes.
Consider a proposed ordinance appropriating the fiscal year 2014 budget. The General
Fund budget is $7,338,719, Water, Sewer and Sanitation are $6,771,319, CDA is $1,825,321 and
the Special Revenue Funds are $146,900. Council Member Ellis moved to waive the rule the
ordinance be read on three separate occasions. Council Member Marshall seconded. Roll Call
Vote : Ellis -yes, England -yes, Marshall -yes, Morrison -yes. Council Member Morrison moved to
adopt Ordinance #723. Council Member Ellis seconded. Roll Call Vote : Ellis -yes, England -
yes, Marshall -yes, Morrison -yes.
Consider a proposed ordinance amending 18.08.040A to permit childcare centers in
industrial areas rather than conditionally permitting them. Currently a day care center
wanting to locate in an industrial area would go through the conditional permit process. This
change would have all day care centers going through the regular business licensing process. The
ordinance was read by title for the second of three readings.
Computer print out claims for August 27, 2013 were presented to the Mayor and Council.
Council Member England moved to approve the claims as published. Council Member Morrison
seconded. Roll Call Vote: Ellis -yes, England -yes, Marshall -yes, Morrison -yes.
Verlyn Ashton, 5369 Whitaker Road, ask that his letter to the Mayor and Council dated August
7, 2013 be included with the minutes. The letter is attached.
Jack Hilby, 5414 Canterbury, explained to the council the problems he is having with flooding
e-IN since Hiline Road was reconstructed and requested the City look at the ditch between his
property and the road. He does not believe it is constructed properly.

At 7:21pm Council Member Morrison moved to adjourn. Council Member Marshall seconded
and the full Council approved.
