Special Council Meeting Minutes
July 1, 2013
4:00 p.m.
Minutes of a regular Council Meeting held at the City Council Chambers, July 1, 2013.
Present: Mayor Steven England, Council Members: Josh Ellis, Kevin England, Brent Marshall,
Kermit Morrison, Attorney Thomas Holmes, Public Works Director Steve Smart, City Clerk
Rich Morgan.
The meeting was called to order at 4:OOpm by Mayor Steven England.
Review on General Fund and Budget Discussion.
Rich Morgan presented the proposed budget of $16,082,259. This is an increase over last year's
budget of $146,161. The $146,161 includes $60,943 in new construction and a 1.9103174%
increase or $85,218 in budget over last year. The increase in over all valuation estimated to be
8,500,000 will at this level allow the levy rate to remain the same as last year. The entire
$146,161 was added to the Highway, Streets and Roads department in an effort to preserve and
improve City streets. Other highlights include - Each department funded a 3% percent salary
increase for employees out of operations. The over all dependency on tax revenues decreased
over 5% in just the last year and 9% over the last 4 years. Shared revenues are projected to
increase. Building permits look to be flat or decrease.
Rich Morgan will bring to Council on July 9, 2013 a preliminary budget of $16,170,983. This
would be an increase over last year's budget of $234,885. The $234,885 includes $60,943 in
new construction. A 3% increase in budget and the $40,114 of forgone amount. With the
previously stated increase in overall valuation this would raise taxes an estimated $ 5.26 per year
on $50,000 of taxable value.
At 6:30pm Council Member Ellis moved to Adjourn. Council Member Morrison seconded and
the full Council approved.
