HomeMy WebLinkAbout02 26 2013 CMCity of Chubbuck 15 Council Meeting Minutes February 26, 2013 7:00 p.m. Minutes of a regular Council Meeting held at the Chubbuck City Council Chambers, February 26, 2013. Present: Mayor Steven England, Council Members: Josh Ellis, Kevin England, Brent Marshall, Kermit Morrison. Attorney Thomas Holmes, Public Works Director Steven Smart, City Clerk Rich Morgan. The meeting was called to order at 7:00pm by Mayor Steven England. The Pledge of Allegiance to the Flag was led by Mayor Steven England. Invocation was given by Bishop Kevin England from the 3 Ward of the Chubbuck Idaho Stake of The Church of Jesus Christ of Latter -day Saints. Approval of Minutes - Council Member Morrison moved to approve the regular meeting minutes of February 12, 2013. Council Member Marshall seconded. Roll call vote: England -yes, Ellis -yes, Marshall -yes, Morrison -yes. Ordinance #718 to change the land use district on property located at 209 West Siphon Road from R2 to PUD. Steve Smart explained that the public hearings have been held by Land Use Commission and the City Council. This is the final act to make the change in zoning. Council Member England moved to waive the rule requiring the ordinance be read on three separate occasions one being in full. Council Member Ellis seconded. Roll call vote: England - yes, Ellis -yes, Marshall -yes, Morrison -yes. Council Member Ellis moved to adopt ordinance 4718. Council Member England seconded. Roll call vote: England -yes, Ellis -yes, Marshall -yes, Morrison -yes. Ordinance #719 amending Ordinance 9.20 allowing each resident to have up to six chickens and address bee keeping. Council Member Ellis ask questions about Pocatello's ordinance which requires 75% of adult owners within 100' to sign notice and also requires $5 per animal. Pocatello's ordinance was not specific to chickens but rather addresses a class of `other animals'. The proposed ordinance for Chubbuck is specific to chickens and bees. Council Member Ellis expressed his thought that the current animal control ordinance was sufficient. Council Member England moved to waive the rule requiring a reading in full. Council Member Morrison seconded. Roll call vote: England -yes, Ellis -yes, Marshall -yes, Morrison -yes. The proposed ordinance was read by title for the third time. Council Meeting Minutes - Continued February 26, 2013 17 Council Member Marshall moved to table the proposed ordinance. Council Member Ellis seconded. Roll call vote: England -no, Ellis -yes, Marshall -yes, Morrison -no, Mayor England -no. Council Member Morrison moved accept ordinance #719. Council Member Ellis seconded. Roll call vote: England -yes, Ellis -no, Marshall -no, Morrison -yes, Mayor England -yes. Computer printout claims for February 26, 2013 were presented to Mayor England and Council. Council Member England moved to approve the claims. Council Member Ellis seconded. Roll call vote: England -yes, Ellis -yes, Marshall -yes, Morrison -yes.
