Present: Mayor John O. Cotant, Jr., Councilman Dwain Kinghorn, Jack Menard, Earl Romriell, Wayne Taylor and Clerk Vera Armstrong. Meeting called to order at 5:05 p.m. VALENTY S~-ER PUMP STATION - Mayor and council discussed the operation of the pumps at the Valenty sewer station. Larry Perkins, Clane Frosgren and Doug Jensen were present. Councilman Kinghorn explained he felt the lid on station needs fixed, station needs interior drainage and the fact the pumps are not working efficiently. A discussion followed as to what may be the problem of the pumps failing to operate at times. Larry Perkins recommended the pump manufacture check the pumps out. Engineer Jensen informed council the pumps for Paradise Acres would be in soon and perhaps they could be used while present pumps in Valenty Station are being checked. HENDERSON ENTERPRISES, INC. MOBILE HC~E PARK DEVELOPM~NT - Mayor and council reviewed the park final plans. Boyd, Ralph and R. Jay Henderson were present. Mayor and councilmen are concerned with length of casing installed under rail- road tracks. Union Pacific Railroad Company easement plans designated a 67 ft. casing and contractor Joe Campbell states he received approval from a Mr. Coons, of U.P.R.R~, to install only 33.5 ft. of casing. Mayor and council said if the Hendersons install the casing according to U~P~R.R. specifications and to what city specifications the city approves this would be acceptable. SEWER LINES - Councilman Menard asked if sewer lines were to be extended to north and south property lines on West Road. R. Jay Henderson told council they did not plan to extend sewer lines to property lines as it is of no benefit to them. Councilman Taylor remarked when property is developed on north and south of mobile home court the developer of property on north and south should stand this expense. Councilman Menard said if city requires sewer lines]%e extended the city should work something out. Ralph Henderson informed mayor and council they feel Land Investment, Inc. should share in expense of installation of sewer lines under the railroad tracks. The Hendersons stated they have requested participation from the Land Investment, Inc. Mayor and council have required West Road and Whitaker Road to be public streets and to be dedicated to the city when developed and completed according to city specifications. Henderson Enterprises, Inc. agreed to install main sewer tine on West Road to north and south property line prior to paving and city acceptance of street. C~PLETION - Councilman Taylor asked if they were going to complete one phase at a time and street be completed prior to moving trailers in. R. Jay Henderson stated they couldn't guarantee this as the weather might not permit laying of asphalt during winter months. Nendersons agreed that when streets are developed to city standards they will be paved as soon as weather permits. WA'I'~L~ LINES - Henderson Enterprise, Inc. asked where city wants water line in- stalled on Hiline Road. Plans call for an eight inch water line to be installed dow~ Hiline Road to serve the park. Mayor and council decided water line should be installed on east side of Hiline Road. Mayor and council also decided not to require any water lines on Whitaker Road and West Road as these are not needed to serve the court water and would eliminate the problem of two or mor.e?meters into the development. However, council required installation of four inch cast iron pipe in all proposed city dedicated streets. 259 HEND~SON ~TERPRISE$, INC. MOBILE H~ME PARK-con~'d - Councilman Kinghorn moved the councdl accept the final plan of Henderson Enterprise, Inc. as submitted together with all conditions as agreed upon in the above minutes. SUBDIVISION Ak~D MOB~,E H0~E PLANS - Mayor and councd~ decided subdivision and mobile home plans should be submitted for review according to subdivision approval procedure so same can be reviewed by city departments, engineer, planning commission and city council before being considered at regular planning commission and council meetings.
