HomeMy WebLinkAbout07 22 1975 CM 227' COUNCIL MEETING MINUTES July 22, 1975 Minutes of the regular meeting of the Mayor and Council held in the city municipsl building July 22, 1975. Present: Mayor John O. Cotaut, Jr., Councilmen Dwain Kinghorn, Earl Romriell, Jack Menard and Wayne Taylor. Acting Attorney Martin Wa~d and Deputy Clerk Dorothy Ward. Meeting c~]]ed to order at 8:00 P.m. by Mayor Cotant. Mayor Cotant asked for any corrections or additions to minutes of July 8, there being none they sere approved as written. HENDERSON MOBYLE HOME PARK represented.by R. Jay Henderson presented a pre-application planfor their Mobile Home Park on property which lies west of Hillne Road and south of present Mobile Manor Addition #1. Wayne Taylor asked what Parrishes are going to do with their 85', he felt the council' should know before consideration was given to the plan. Mr. Henderson said he did not know what the Parrishes intended to do with this strip of land. Mr. M. C. Dory questioned the fact that there are only two entrances mud exits shown on the plans. Earl Romriell questioned Mr. Henderson about the completion of their Bel Air Mobile Home Court. He said he had had numerous complaints about them not finishing this court and wondered if the same thingwould happen out here if they approved their plans. Mr. Henderson assured the council that the Bel Air Mobile Home Court would be completed before they started the one in Chubbuck. Wayne Taylor made motion to grant variance to go back to Planning and Zoning. Earl Ro~riell seconded the motion. RoLl csll vote: Kinghorn, yes; Menard, yes; Romriell, yes; Taylor, yes. BOYD STP&~ET OPENING into the Heights Sub-division was presented to those in attendence. Bo~d Neider acting as spokesman for the people in the Neider Addition, he stated the peoples' main concern is for the children that go to Chubbuck School, that openiug this street up would bring heavy traffic into an area where there is so mach pedestrian traffic. Francis Beck stated that West Chubbuck Road is ~lso a~heavily traveled road at the present time. Doug Jensen, City Engineer, reviewed the city streets in Chubbuck ~ith the people, he told them of the need for through streets in order to have an orderly growth. Several in the audiance voiced objections to having a through street made of Boyd. ALlan Martin stated the restrictive covenants prohibit through streets in the Neider Addition. He said he felt the people had moved out in the Chubbuck area to be in a secluded area. Doug Jensen presented an alternative of a road going to the north slong the Church lateral cansl. The Mayor said that when the property north of the Heights Sub-division is developed, the City will require a road over to Hawthorne Road. The people in the Chase addition voiced concern of children going to Chubbuck School having to cross Chubbuck Road ~ith the heavy traffic. They asked if an elevated wslkway could be provided. Mayor Cotant polled the Counil: Kinghorn stated he understood the peoples feei~S~ but also saw the need of the street. Romriell said his feelings were slong the same line, that in order to develop the City properly, streets had to'be opened up. 229 Jack Menard voted to keep Boyd Street closed; Taylor voted to open the street up. Rodney Clark expressed the concern of Heithts Sub-division, ha said that they will not change the engineering plans at this date. They did not ask to open the street but would like to do whatever would please the majority of the people. He felt the Council should make the decision. Councilman Earl Romrie/_l made motion to keep Boyd Street closed. Councilman Dwain Kinghorn seconded the motion. Roll call vote: Kinghorn, yes; Romrie/_l, yes; Taylor, yes; Menard, yes. Counc~O3nan Dwain Kiughorn made motion that the City require a lO.', concrete walkway ~rlth a 6 foot chain link fence on each side of walkway, from Dorion Street ct the east boundryof Heights Sub-divisioninlinewith BoydStreet. Earl Romriell seconded motion. All voted in favor. Councilman Jack Menard made motion that Canal Street, with curb and gutter, in Heights Sub-division, be extended to the East Boundryline of the sub-division. Councilman Romriell seconded motion. All voted iu favor. Doug Jansen, City Engineer, said that he had not recieved any detail on curb and gutter or streets in the Heights Sub-division. Grant Anderson said the reason was they were waiting for the City to make the decision on Boyd Street; they would finish the plans up now and get them to Doug. Doug Jensen reported on the sewer line that was laid with P V C pipe. He said that he had done research on the P V C pipe and if the pipe holds up thirty days that it could be condidered to be serviceable. Rodney Clark asked that the Performance Bond then be reduced. The Council felt that the $30,000.00 should be maintained with a 20% decrease each year for five years. No decision was made. ,~Mayor Cotant told. Rodney Clark that the City would not participate in the ten inch water line,~he Heights Sub-division, and that the City would not approve final plans of the sub-division unless the ten inch line is instsll ed ; and with out any future suit action against the City. Grant Anderson asked about usiugwater for settling purposes. It was agreed that the water could be used to finish up project. Mayor Cotant told Mr. Clark when the above three items were taken care of, his final plat would be accepted. EI~ARD BANYARD of ~7~0 Mountlake Street was concerned about the water pressure on his street. The Council told him that with the construction using the water on West Chubbuck Road it was drawing the water from up there. They felt the pressure would be better as soon as construction water was cut. Mr. Banyard asked if people could be notifiedwhen the water was going to be off. FRANCIS RECK expressed appreciation to the city for the sponsorship of the Little League. He said the tournament wfl] start Thursday of this week and run through Saturn, ~t Stuart Park. Councilman Jaeh Menard made motion they approve expenditure of not more than $200.00 for trophies andui~pireing for the tournement. Councf33nan Romrie]~ seconded motion. All voted iu favor. Mayor Cotant asked Mr. Beck if the m~uagers of the Little League Baseball teams would make a survey of the parks at Teton and Victor and Tahoe and come up~ith a feasable plan for use of these parks next summer in the baseball program. 231 MOUNTAIN BELL PERMIT: Mayor Cotant told Doug Jensen that the City would like him ~o check with Mountain Bell periodically to see that they follow the plaus Councilman Wsyne Taylor made motion to approve permit to iustall mad mmintain buried cable along City Street right of way on East Chubbuck Road. Councilman Kinghern seconded motion; All voted in favor. PROPOSED BUILDING OF MULTIPLE UNITS iu the 5000 Block on Hawthorne Road. Engineer Jensen scaled the property aud according to zoning map apparently property is divided between R-2 and R-3. Max Parrish asked for a clarification on zoning of this property. He said that they had applied for a b~i]diug permit and were anxious to start b~]i]ding. Acting Attorney Martin Ward stated that the City has not had time to study plans or the permit. There is slso a questign on which map ~is the official zoniug map. Attorney Ward stated that the City Council has a right to have the Engineer study application before the b~i] ding permit is issued. Attorney Ward said that if there is ambiquity on this property line the Planniug and Zoniug Beard should clarify the zoning so that it conforms with the zoo_tug ordinances. WATER BOND EI.ECTION was discussed between the Mayor and Council as to the possibility of holding it in conjunction with the City election. Jack Mensrd made motion meeting be adjourned at 11:15 P.m.
