Present: Mayor John 0. Cotant, Jr., Councilmen Dwain Kinghorn, Jack Menard and Earl Romriell. Clerk Vera Armstrong. Attorney Burnett and ~ayne Taylor eXCES ed. Meeting called to order at 8:00 p.m. by Mayor Cotant. Purpose of special meeting is to take action on and discuss all business. CITY CONSTRUCTION WORK - Mayor and Council reviewed numerous jobs to be done by city employees. The following work was reviewed and discussed; Repair yard work on Parrish easement and replace sidewalks as needed on Parrish Drive, Blacktop parking lot at city, Improve easement property at Jim Waltons, City participation on water and sewer lines to Portneuf Distribt Library . SEWER SERVICE LINE - It has been reported to city that D. K. Evans, L738 Ponderosa cannot get into sewer service line provided for him. Doug Jensen informed council the policy was to engineer service line one foot 5 inches lower than basement floor. Mr. Jensen reported in shooting grade of this line it lies one foot eight inches below their basement floor. He further stated the service line will serve the home but will involve digging out approximately four foot of basement floor to replace plumbing lines so they will come out at floor level instead of present depth. EXTRA TRAW.ER IN CAROUSW, MOBILE COURT - Mr. and Mrs. Ray Blanchard stated the owner of Carousel Mobile Court plans to place an additional traJ~er between his trailer and the trailer next to his and asked city if it would be possible. Mayor Cotant told Mr. Blanchard the circumstances would need to be reviewed on footage requirements. SEWER SERVICE LINE - Boyd Fullmer, 715 Victor, and Doug Jensen, engineer, were both present to review with council the problem of sewer service at Mr. Fullmer,s residence. Mr. Fullmer requested his line be eight foot deep but Oregon Construction did not install service line eight foot deep. However, Mr. Foilmer laid his sewer service line from his house out to the property line and it is tw~ and one half inches lower than eight foot. Mr. Ft~lmer told council he felt he could relay the line for approximately $150.00. The Mayor and Council agreed this would be a reasonable cost. Engineer Jensen told council any error with regards to sewer construction on Oregon Constructions part would be withheld from the final payment. Council and Mayor instructed Mr. Fullmer to present a firm cost of relaying line to Engineer Jensen for further c~nsideration. SEWER PROJECT FINAL SETTLt~ENT - Mayor and Council discussed necessary repairs on street, curbs, easements, etc. Engineer Jensen stated when final payment comes he w~]] make a complete inspection with Jordonand Joe in regards to any work and repairs that remains to be done. ~RNER SUBDIVISION .t Mayor and council discussed sewer lines installed in the Turner subdivision. Mr. Doyle Chatterton is developing this subdivision and has not installed sewer limes as platted. After considerable discussion Mayor Cotant asked Engineer Jensen to check with Attorney Burnett for recommendations and perhaps send Doyle Chatterton a letter advising him of his non-compliance of construction of subdivision as platted. Councilman Menard suggested a form be prepared and sent to developers defining the necessary steps for development. HEIGHTS i SUBBIVISION - Rodney Clark, developer, Tim Shurtliff and Grant Anderson, engineers were present to discuss various items of concern with the proposed Heights Subdivision. It was generally agreed by Mayor, Council, Mr. Clark and Engineers to approve (cont'd-next page) HEIGHTS SUBDIVISION 203 d~ainage dry wells at present catch basins instead of piped drainage system to fewer and larger dry wells. Mayor and Council informed Mr. Clark he wou~d not need to curb, gutter the access street from Boyd in the Neider Addition. It was determined roll type cu~b would be installed the full width of sub- division along West Chubbuck Road. Mayor and Council also approved Clark Real Estate us..ing asbestos cement pipe for 2,785 feet of main line sewer pipe which will be at least sixteen foot deep. Council agreed to stand cost of variance request by Clark Real Estate to construct a duplex on lot owned by Clark Real Estate in the Neider Addition on which a proposed accem street extension from Boyd Street in the Neider Addition to the Heights Subdivision will be constructed. The lot size remaining after street is taken out will be fifty foot wide and one hundred sixty eight foot deep or vica versa. · ' ch Engineer Jensen has determined an emg~ water line will be required on Boyd Street and a ten inch water line will be needed on Coyle Street in the Heights Subdivision. Rodney Clark requested the city participate in the cost of installing pipe over the six inch size. Several alternatives were discussed for city participation. Mayor Cotant informed Mr. Clark the city would need to research the additional cost to city of participation. Mr. Clark proposed the city participate by complete installation of water line on West Chubbuck Road. Couancil told Mr. Clark they did not have the money in the budget to install water line this year. Mr. Clark then offered to pay for the water hook-ups in the Heights Subdivision in advance so the city could install the West Ohubbuck Road water line this summer. A lengthy discussion and consideration was given this proposal. When a definite answer could not be reached Mayor Cotant informed Mr. Clark the council would meet at an adjourned council meeting to be held 4-'00 p.m. May 21st~ and would provide a final answer on the degree of city participation. RETIP~NT AGE - Mayor and Council discussed setting a compulsary retirement age of 65 year for city employees. Council agreed to talk to all employees before taking any action. Mayor Cotant to talk to Joe Brennan about his retirement intentions. WATER BOND ISSUE - Farmers Home have declined pre-application request for loan for water improvements. Mayor and Council feel the city should proceed with a water bond election and instructed Engineer Jensen to contact Attorney Burnett and proceed with necessay legal steps. OTHER DISCUSSION IT,S - Progress on fire station, police department graduated wage scale, Deuny Jones used car removal and land use planning.
