HomeMy WebLinkAbout02 11 1975 CM COUNCIL MEETING MINUTES 159 February 11, 1975 Minutes of the regular meeting of the mayor and council held in the city municipal b~uilding February ll, 1975. Present: Mayor John O. Cotant, Jr., Councilmen Dwain Kinghorn, Jack Menard, Earl Romriell and Clerk Vera Armstrong. Attorney Don Burnett excused. Councilman Menard moved January 28 meeting be adjourned with Councilman Romriell second~g motion and all councdlmen voting in favor. Mayor Cotant asked for corrections or additions to minutes of January 28. Councilman Kiughorn asked for addition of "the outside of" all well houses be added to last liue of sentence under heading "Water pressure at Stuart Park". Councilman Kinghorn moved and Counc~lman Romriell seconded that minutes be approved with the '1 above addition ~ voting unanimous in favor of motion. DENNY JONES SUIT - Mayor and council discussed progress Denny Jones has made towards cleaning up old wrecked cars at his place of business. Mayor Cotant told council Mr. Jones had informed him he has obtained some property south of Pocatello to store these vehicles. Council requests Mr. Jones provide city a copy of lease on the property south of Pocatello and a statement as to the amount of time he will need to clean up his place of business. Mr. Jones had thirty days to report back to council~ which time will be up February lA. PARADISE ACRES PLAT by Northwest Development was reviewed by the mayor and council. This is a proposed final plat of Paradise Acres subdivision. Dean Lloy~ is requesting the final plat of 303 lots be approved for filing, subject to city reviewing subdivision in plases of which ll9 lots are planned in first phase. Councilman Kinghorn requested easement from Northwest Development so the city can pipe irrigation water tb ~the park area which consists of slx and one half acres. Mayor Cotant also suggested electrical stub outs be installed for future street lights. Councilman Romriell proposed the council encourage the developers to install a pressure irrigation system. Mayor Cotant requested city clerk to check with attorney to find out if and how the city can ~etain power to enforce subdivision phase review after final plat is recorded. EAST~P~N IDAHO TRAILEN SALES VARIANCE REQUEST EXTENSION. Mr and Mrs. Don Winegar have requested a thirty day extension on variance allowing Eastern Idaho Trailer Sales to use mobile unit as an office at their new place of business %212 Yellowstone. Extension would run from February 15 to March 15. Councilman Kiughorn moved to grant a thirty day extension on variance allowing Eastern Idaho Trailer Sales to use mobile office unit from February 15 to March 15. Conncilmau Kinghorn seconded motion with an unanimous vote in favor of motion. RENUMBHEIN8 OF CHUBBUCK AREA SOUTH OF INTESTATE. Pocatello Engineer Jay Corneilson has requested Chubbuck change our numbering system to correlate with Pocatello renumbering system south of interstate. Mayor and council discussed same and decided to retain the Chubbuck numbering system. POST OFFICE IN CHUBBUCK - Councilman Kinghorn requested Mayor Cotant write Frank Church about possibility of post office in Chubbuck. PUBLIC HEARING- PARRISH COMPANY STORE - DELINQUENT SEEEN CHARGES - Max and Rodney Parrish both present. Rodney Parrish told council the tap-off for the store to hoSk up to the sewer is on Parrish which requires him to install 300 feet of service line. Rodney also explained to council it would be less distance to go directly west to main sewer line but he would need an easement from city on Larkin property or from Ross Kelly. However, the power line poles are in this area. Mayor Cotant asked if city cleared buildings along city property line and granted a temporary easement on Larkin property for installation of service line could his line be installed on his property if he chose to go west to sewer line. Rodney ~aid he thought he could install line on own property. cont'd 161 PUblIC HEARING cont'd - It was decided the area should be checked out for most feasible way to install service line. Councilman Menard will meet .with Rod~ey and study the situation. Any definite decisions was tabled until situation reviewed. SEWD~ CLAIMS - Max Parrish asked what they could expect on claims presented to city. Mayor Cotant told Mr. Parrish Doug Jensen is checking out the claims for Oregon Construction. Max Parrish also questioned mayor and council about agreements Chubbuck has made with them on sewer liue installation, etc. Mayor Cotant told Mr. Parrish the city plans to do this work when weather permits. DRAINAGE - Council Menard suggested engineer check out Valenty Road for some design on drainage. A general drainage system was discussed with suE~estions that the city secure easements along the old Fort Hall drainage ditbh for future drainage system. DUPLICATE KEYS - Mayor and council requested the key case be updated with an extra key being in the key case for all well houses, sewer pump station, cSty building, etc. MED ALERT AMBULANCE - Councilman Menard suggested contacting the ambulance service and suggest additional and cooperative services be recommended from ~he ambulance service. ~ayor Cotant requested Councilman Menard attend meeting with area contributors and the ambulance service representatives Friday morning at 7:00 a.~m. LIGHT AT CITY DRIV~NAY - Max Parrish:msuggested city install light at entrance to city parking lot. FINANCIAL CLAIM for January presented to mayor and council. CLAIMS on monthly expenditure_~ presented to mayor and coundl. Questions were a~Lked about painting hours of Blue Ribbon Homes, police badges, police shells and ice melter. Councilman Romriell moved to pay bills and was seconded by Councilman Menard with all councilmen in favor. Councilman Menard wanted employees to be aware that all purchases in excess of $250.00 be approved by councilman over department%~ Mayor and council requested meetin~ with city employees the fourth Tuesday of each month at ~:00 p.m. FARM HOME ADMINISTRATION GRANT - CouncLlman Menard informed councLl he was meeting with Farm Home Administration inquiring about a grant to provide water and sewer lines into commercial development area east of Yellowstone behind Conoco Station and would council approve applying for grant if grant funds are available.
