Chairman Peter Anderson: Commission Members: Rodney Burch, Dan Stoddard, Jay Buttars, James Eborn, Ron Horner, Jason Mendenhall. City Staff: Steve Smart, Paul Andrus, Sean Harris. Attorney: Tom Holmes. Secretary: Ranelle Simmons Chairman Anderson called the meeting to order at 7:00 pm. Chairman Anderson requested that all cell phones be turned off. Horner led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES: Anderson entertained a motion to approve the minutes as mailed. Mendenhall moved the minutes of October 1, 2013 meeting be approved as mailed; Eborn seconded. The full authority approved. NOTICE OF PUBLIC HEARING 1. In application by Pocatello Chubbuck Auditorium District, PO Box 66, Pocatello, ID 83204 for Change in Land Use District from Agricultural (A) to General Commercial (C -2). Located W % of the NW % of Section 10, Township 6S, Range 34E, Boise Meridian, Bannock County, Chubbuck, ID 83202. This is an open field North of Knudsen Blvd. Mitch Greer from Rocky Mountain Engineering and Survey, 2043 East Center Street, Pocatello Idaho 83201 was here to represent the application. The project area is approx 60 acres in the Yellowstone Commons Division 2 Subdivision, Chubbuck Road is to the north, and north of Knudsen Blvd. This is an existing lot within the City of Chubbuck that is currently zoned Agricultural (A). Reason for the request for the zone change is the Pocatello Chubbuck Auditorium District would like to build an event center. Main reason the site was selected was because the infrastructure is already in place and can support this project. The proposed building will be separated from the residential area, Misti Manor Subdivision, to the north by 175'. There will also be 8' of green space between the Event Center and the residential area. This area is designated commercial in the Comprehensive Plan and is in compliance with the plan. Anderson asked if the commission had any questions. Buttars asked for clarification on burying Redman Canal. Greer stated they have been working with Fort Hall Irrigation for 3 years and the Redman Canal will be moved and piped. The pipe will be sitting on the ground and a berm will be built over it. In some areas the berm will be 8 to 10 feet tall. Stoddard clarified with Greer that the zoning change will only be on % of lot 1. Raul Cano, Executive Director of the Pocatello Chubbuck Auditorium District, 3962 Teal, Pocatello Idaho 83201. The Event Center will be a 40,000 sq foot multi - purpose facility heavily focused on youth sports. The facility will enhance the community. No other public comments. Public Hearing was closed. Anderson reminded the commission this is a recommendation to the City Council. No other comments or questions from the commission. Anderson entertained a motion. Burch made the motion to recommend approval of the change in the land use district from Agricultural (A) to General Commercial (C -2) for the property designated by the applicant Pocatello Chubbuck Auditorium District. An application by Pocatello Chubbuck Auditorium District, PO Box 66, Pocatello, ID 83204 for Event Center Subdivision Preliminary Plat. Located on Knudsen Blvd, Chubbuck, ID 83202. W of the NW % Section 10, Township 6 South, Range 34 East of the Boise Meridian, a portion of Lot 1 Block 1 of Yellowstone Commons Division 2 in the County of Bannock. Mitch Greer is here from Rocky Mountain Engineering and Survey, 2043 East Center Street, Pocatello Idaho 83201 to represent the application. Greer explained there are 3 lots on this preliminary plat. The event center property will have 400 parking spaces. Utilities will come in from Knudsen Blvd and tie into Linden's water system. The event center building will be built on the southeast corner of the site. Storm drainage water that falls on the Knudsen project will stay on the Knudsen project. Underground infiltration will handle all the water that will fall on the south side of the Redman Canal and will not flow into Misti Manor Subdivision. Holmes asked if the cross access parking on lots 1, 2 and 3 was still going to happen. The Pocatello Chubbuck Auditorium District attorney is working on an agreement. Anderson opened the Public Hearing. Bill Aller lives at 222 West Linden, Chubbuck Idaho 83202. His property is adjacent to the north portion of the project. No objections to building the Event Center but would like to know the plan with the trees and if the fence will come down. Concerned with what will happen with his animals if the fence is going to be down for any length of time. Will West Linden be open to thru traffic? Kevin Sutphin lives at 221 West Linden agrees with Mr. Aller's comments. What will happen to the irrigation water that comes from the canal? Nice to see the berm is going in. 5 homes in Misti Manor Subdivision have had basements flooded. Please ensure the retention pond will handle the water. Public Hearing was closed. Greer addressed the comments and questions. The intent is to remove the trees. Greer said they will work with Mr. Aller and the fence situation with his animals. Linden could be improved and it makes sense from an overall planning stand point that it will be an outlet. There will be a dry retention facility that will not have water in it for any extended time. There is also underground infiltration that will be installed in the dry retention facility. Meeting was brought back to commission for comments or questions. Anderson reminded commission this is a recommendation to City Council Burch had questions for City Staff. Is Fort Hall going to own the pipe that will be in the Redman Canal? Smart commented the city does not plan on taking ownership of the pipe. There will be a roadway on top of the berm for maintenance access to the canal. Burch would like to see the area north and east of the parking lot to have the final plat come back with an easement so the city could in the future establish bike and walking paths on the canal banks that will connect the city to the Event Center. Greer stated the easement could be added to the final plat. Eborn is concerned with the Linden access. When there is an event at the center that street will be used so that needs to be carefully considered. Eborn asked city staff if there is sufficient access egress to the Event Center without Linden as an outlet. Smart stated there would be. There are no plans to have a signal at Linden because it would be too close to Yellowstone Avenue's traffic signal. Smart let commission know there has been discussion regarding reconstructing Linden. Burch suggested it will be beneficial for the residents on Linden to have the road open. Eborn is also concerned with the amount of water that will be collected in the parking lot asking staff if the storm drainage is in place. Smart explained it is a requirement in the ordinance that the final plat and design drawing show required storm drainage. No other comments from commission, Anderson entertain a motion. Burch recommends approval of the preliminary plat application by Pocatello Chubbuck Auditorium District with the following conditions: • Include city access rights on the easements in conjunction with the Fort Hall irrigation facilities Recognition by owner /developer that they will own and maintain the relocated Redman Canal irrigation system Grant of access for the public through the parking lot at the end of Linden to Knudsen Blvd Mendenhall seconded. An application by Ellis Construction, Lifestyle Homes, 4470 Wasatch Street, Chubbuck, ID 83202 for Park Meadows 13th Addition Preliminary Plat. Located on Independence Avenue and Pinewood Avenue, Chubbuck, ID 83202. South %2 of the NW % of Section 9, Township 6 South, Range 34 East of the Boise Meridian in the County of Bannock. Brady Smith from Rocky Mountain Engineering and Survey, 2043 East Center Street, Pocatello Idaho 83201 is here to represent the application. Smith presented an overall plan stating most of the underground infrastructure is already in place. The original plan was a larger plat but because of the economy it was divided into 3 phases. No questions from the commission. No comments from City Staff. Anderson opened the Public Hearing. No comments. Meeting was brought back to the commission for questions or comments. Anderson reminded commission this will be a recommendation to City Council. Anderson entertained a motion. Burch recommended approval of the Preliminary Plat application by Ellis Construction, Lifestyle Homes for Park Meadows 13th Addition. Buttars seconded. Roll Call Vote: Burch, Yes; Stoddard, Yes; Buttars, Yes; Eborn, Yes; Horner, Yes; Mendenhall, Yes; Anderson, Yes. Motion passes. Anderson entertained a motion to adjourn; Mendenhall made the motion.
