COUNCIL MEETING MINUTES
February 25th, 2003
Minutes of a regular meeting held at the Chubbuck City Council Chambers, February 25th, 2003.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steve
Smart and City Clerk Ron Conlin.
Meeting called to order at 7:30 p.m. by Mayor Cotant.
PLEDGE ALLEGIANCE TO THE FLAG was lead by Jason Hansen.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the Special
Meeting Minutes of February l lth, 2003 and Regular Meeting Minutes of February l lth,
2003.
Councilman Kearns moved to approve Special Meeting Minutes of February 1 lth, 2003
and Regular Meeting Minutes of February 11', 2003 as read, Councilman Quick
seconded. All council members voted in favor of motion.
ORDINANCE #570 - Annexing certain lands to be included within the boundaries and
jurisdictional limits of the City of Chubbuck; specifying the zoning classification which
shall be applied to said lands newly annexed to the City of Chubbuck. Wilson property on
Hiline Road.
Mayor Cotant read Ordinance #570 in full for the third and final reading.
Councilman Gunter moved to adopt Ordinance #570 as read, Councilman England
seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes; Kearns, yes.
RED CROSS PROCLAMATION - Mayor Cotant read the Red Cross proclamation in full.
Councilman Quick moved to authorize Mayor Cotant to proclaim the Month of March,
2003 as American Red Cross Month, Councilman Kearns seconded. All council members
voted in favor of motion.
POLICE DEPARTMENT REPORT - Police Chief Webb stated he would like to make a
quarterly report to Mayor Cotant and Council, advising the Mayor Cotant and Council
the direction of the Police Department.

POLICE DEPARTMENT REPORT - (cont.)
PC Webb discussed the following goals and objectives:
1. Wants to continue Community Policing Program.
2. Discussion about Bike Patrol Program.
3. Implementing a summer style uniform for officers.
4. Reserve Officer Program - Discussion about requirements of Level 1 Reserve
Certification. It will be a volunteer program. If okay, there will be an
Academy, April or May, 2003. PC Chief Webb suggested there be five reserve
officers.
5. Discussion about hiring retired police officers part-time.
6. Chief Webb gave a report on the Green Triangle concern.
7. Chief Webb stated the Police Department would like to expand the Citizens's
on Patrol Program outside City Limits.
8. Discussion about updating Chubbuck Police Department Policy.
9. Chief Webb stated his goal is the Chubbuck Police Department meet
accreditations.
10. Chief Webb stated, training is going well in the Police Department.
PC Webb asked the Council if he could have approval to proceed with the Reserve and
Citizen's on Patrol Programs, along with summer style uniforms as presented.
Mayor Cotant and Council were in agreement, that Police Chief Webb proceed with the
Reserve Officer and Citizen's on Patrol Programs, along with implementing a summer
style uniform as PC Webb outlined.
CLAIMS - Computer print -out claims presented to Mayor Cotant and Council.
Councilman Gunter moved to approve computer print -out claims as presented,
Councilman Quick seconded. All council members voted in favor of motion.
GENERAL DISCUSSION -
1. Councilman Kearns stated there is a meeting of the Valley Pride Committee at Varsity
Contractors, 27', February, Thursday at 5:00 p.m.
2. PWD Smart gave a report on where Kathleen Lewis is on reviewing properties for the
Urban Renewal Area.

3. PWD Smart gave a report on the Storm Water Phase H agreement.
4. Fire Chief Eric King passed a draft of the proposed Disaster Plan. CC Ron Conlin was
directed to put on the March I I"', 2003 Council Meeting Agenda.
At 8.25 p.m, Councilman England moved, Councilman Kearns seconded, with full council
approval to adjourn meeting.

Dear Steve, Attached is a list of the properties to add to the TIF. I did not include anything in Section 2 although I do have
values for Bannock County Country Properties in that section. I included on the list the properties identified in Section 10 and
11 to be included. If you take out Cotton wood Cove the value from 1992 is $&401,768. In has increased to a value of
$2,900,000 this is a difference of $498,232. We also discussed some other properties such as Newco and Carmike their
combined 1992 value is $597,686 and now their value is $1,382,200 or a difference of $784,514. Let me know if this looks
