HomeMy WebLinkAbout11 16 1978 CM Land Development MeetingCITY COUNCIL LAND DEVELOPMENT MEETING November 16, 1978 Minutes of public hearing meeting on the Land Development Ordinance held in the city municipal building November 16, 1978, a recessed meeting of November 2. Present: Chairman of Council Earl L. Romriell, Councilmen Boyd L. Fullmer, Dwain A. Kinghorn, Attorney Donald L. Burnett, Engineer Steven M. Smart and Clerk Vera C. Armstrong. Mayor John O. Cotant, Jr. and Councilman LeRoy S. Quick excused. Councilman Boyd L. Fullmer attended at 7:00 p.m. President of Council Earl L. Romriell called the meeting to order at 6:45 p.m., because of a lack of quorum, no official action can be taken but any participants at hearing can offer their comments for consideration. SECTION 1-5 - Mayor Cotant has asked that flag lots be considered in the definitions and elsewhere in ordinance. This will be discussed later in ordinance. COUNCILMAN FULLMER arrived at meeting at this point of time in which made a full quorum of council for meeting. SECTION 1-5, paragraph (n) sub-paragraph (2), page 3, strike'~lO0) fee,'and substitute "(150) feet. SECTION 2-6, paragraph (c)~ page 12, add two new sub-paragraphs '~(4) Basis of Bearings" and "(5) Other data required by applicable sections of the Idaho Code." SECTION 3-3, paragraph (b) sub-paragraph (17), page 18, delete "vertical curbs and gutter" and substitute "curbs and gutters approved by city." Council directed Attorney Burnett to make this change which differs from November 2 public hearing minutes. SECTION 3-3, paragraph (c), sub-paragraph (5) page 19~ ~elete sub-paragraph and substitute "Lot widths shall conform to the land use (zoning) ordinance, but in no event shall widths be less than thirty (30) feet at the street ~'- right-of-way line." This change also differs from November 2 public hearing minutes. SECTION 3-3, Paragraph (c), sub paragraph (6), page 19, ~elete sub-paragraph and substitute "Corner lots shall be so designed as to permit conformance to the street set back requirement of the land use ordinance.'~ SECTION 3-3, paragraph (e), Add new sub-paragraph (6) page 21, "Street lights shall be installed at such location and subject to such design as city engineer shall approve." SECTION 3-3, paragraph (f) Add to end of paragraph "and shall be approved by City Engineer." SECTION 3-3, Paragraph (g), page 21, delete paragraph in the entirety and substitute "Monuments shall be installed at locations prescribed by the City Engineer." SECTION 3-4 and possibly 3-5. Attorney Burnett, Engineer Smart and Council discussed making these two sections into a separate ordinance named "The City's Public Improvement Construction Standards and Site Development Standards Ordinance." SECTION 3-4, Paragraph (b) sub-paragraph (2) line 4, page 212 delete "six" and substitute "eight", line 7, Parenthesis to read (Density 90% Standard Proctor required.) Page 2, November 16 Public hearing page 24, SECTION 3-4, paragraph (f), sub-paragraph (6), delete sub-paragraph and substitute "curb and gutter may be machine laid or hand formed and shall be constructed with approved full depth cut crack controlled joints at ten (lO) foot intervals, closures excepted, which shall be a minimum of 5 feet in length." page 24, SECTION 3-4, paragraph (g), sub-paragraph (2), add after word 'thickness"in line 2, "over minimum of four inches of course base" and shall ..... . SECTION 3-4, paragragh (g) sub-paragraph (3), page 24, delete "clear asphaltic" and substitute "curing compound." SECTION 3-4, paragraph (h), sub-paragraph (2) line 6, page 25, after word 'finish'~ delete balance of sentence and substitute "and edges finished with a ½ inch radius edger tool and shall be marked off with approval crack control joints at five (5) foot intervals. Councilman Fullmer moved to recess public hearing until November 30, at 6:30 p.m., Councilman Kinghorn seconded motion with unanimous approval. Ver~ C.
