HomeMy WebLinkAbout10 03 1978 CM Land Use Public Hearing LAND USE AND LAND DEVELOPMENT PUBLIC HEARING Minutes of the public hearing concerning the Land Use and Land Development Ordinances held in the city municipal building, October 3, 1978. Present: Mayor John O. Cotant, Jr., Councilmen Boyd L. Fullmer, Dwain A. Kinghorn, LeRoy S. Quick, Earl L. Romriell, Attorney Donald L. Burnett, Jr., Engineer Steven M. Smart and Clerk Vera C. Armstrong. Mayor Cotant called the hearing to order at 6:40 p.m. REQUEST FOR COMMERCIAL ZONE - Ray and Elaine Ankrum, 4612 Yellowstone, were present and told the council they were interested in getting their property zoned commercial.~T~e ma_~or and council told Mr. and Mrs. Ankrum that their propert~is~,~roposed to be commercial when the new Comprehensive Plan along with Land Use and Land Development Ordinances are adopte, e.~ The hearing continued with study devoted to GENERAL CONTROLS, Height and Area Regulations, page 9. CHAPTER II, Section 1-5; Page 2 and 3 - Definitions, The definition of duplex and multiple dwellings to be added. CHAPTER II, Section 2-3, Paragraph b, Schedule of Controls under Land Uses~ Page 7, Delete Strike Single house dwelling and substitute, "Single and Double Household Dwellings. Single and Double Household Dwelling Multiple Household Dwelling Land Uses were proposed as above. A R-1 R-2 C-1 ? CHAPTER III, Section 3-4~ Page 11, Supplemental Controls for Particular Uses, Paragraph c, sub paragraph C-l, C-2, C-3 to be deleted. October 3, 1978 Page 2 CHAPTER III, Section 3-4, Page 12, Paragraph f, SUb-paragraph l, 3rd line, Add after structures, "machinery and equipment", 6elete balance of sentence, "except property line fences and structures for the loading, measuring or weighing of salable material in storage, shall be entirely removed from the property." CHAPTER III, Section 3-4, Paragraph i, sub paragraph 10, page 14, Add after community facilities, "all streets shall have curb, gutter and sidewalk. Sub-Paragraph 12, Page 14, line 3, strike 100 square feet and substitute 300 feet. CHAPTER II, Section 2-3, General Controls by District, Page 6, Paragraph b, line 7, strike the sentence, "The Mayor, upon consultation with ..... .... are permitted.", and substitute sentence "Any proposed land use which is not specifically mentioned in the schedule below, shall be allowed only upon issuance of a conditional use permit"." CHAPTER III, Section 3-4, Page 15 and 16, delete paragraphs and sub paragraphs under, 1 - Rifle and Pistol Range; m - Sanitary Landfill, and n - Salvage Site. Paragraph O, Off-Street Parking Requirements, Under Commercial, page 16, sub paragraph 3, strike one (1) and substitute two (2) for each one hundred square feet of floor area. SAME AS ABOVE, Under Recreation or Entertainment, Page 16, sub paragraph 1- strike One (1) for each two hundred (200) sq. ft. of floor area and substitute Two (2) for each one hundred (lO0) sq. ft. of floor area. 2- strike Four (4) for each alley or lane plus 1 additional and substitute Two (2) for each alley or lane plus two (2) additional -- . Page 17, sub paragraph 8 Under Recreational and Entertainment, sub paragraph 8 - strike (400) sq. ft and substitute (300) sq. ft. ---. Paragraph O, Off-Street Parking, Under In The Interpretation of this subsection, the following shall govern. Add a paragraph #4. "Paved surface must be provided for all off-street parking; and such surface must be maintained and kept clean.
