HomeMy WebLinkAbout07 25 1978 CM COUNCIL MEETING MINUTES July 25, 1978 ll3 Minutes of the regular council meeting held in the city municipal building July 25, 1978. Present: Mayor John O. Cotant, Jr., Councilmen Dwain A. Kinghorn, LeRoy S. Quick and Earl L. Romriell, Engineer Steven M. Smart and Clerk Vera C. Armstrong. Attorney Donald L. Burnett and Councilman Boyd L. Fullmer excused. Meeting called to order at 8:00 p.m. by Mayor Cotant. Mayor Cotant asked for any corrections or additions to minutes of July 11 meeting. There being none, Councilman Romriell moved to approve minutes of the July 11 meeting as written. Councilman Quick seconded motion, with an unanimous vote in favor. CONSOLIDATED AGENCIES, ZNC. - GENERAL INSURANCE - Ron Parish, Agent of Consolidated Agencies, Inc. reviewed the city insurance coverage, together with the coverage Consolidated Agencies, Inc. could offer. Mayor Cotant asked Mr. Parish to contact Councilman Boyd Fullmer and go over the proposal with him. DROP BOX LOCATION REQUEST - Larry Cornie, Boy Scout Troop #362 informed council that their sponsor, the Chubbuck Jaycees, has the funding to build two drop boxes and would like the approval of the city to place them on city property for public use. Councilman Quick questioned if boxes were full, would they pick up and maintain more often than once a week. Mr. Cornie said they would keep the boxes and area surrounding them clean. Mayor and council told Mr. Cornie the city would approve of the drop boxes being placed on city property and he could correlate the placement location of the boxes with Engineer Steve Smart. WEEDS IN ALTURAS PARK - Mrs. Betty Hitt, 5154 Redfish, was present and presented pictures and a plea to the city to correct a situation of weeds on vacant lots in Alturas Park. The lots which have grown to weeds are lots which homes have been partially built by Blue Ribbon Homes, Inc. and then bankruptcy filed. Mayor Cotant apologized to Mrs. H~tt for the way the city handled her complaint, that the city had a good weed ordinance and that the weed problem would be taken care of. MERRELL SUBDIVISION - BUILDING PERMIT REQUEST - Mr. Merrell has presented a preliminary subdivision plat to the Planning and Zoning Commission, the plat was tabled because of problems of dedication of street and waiver requests of street development. Mr. Merrell would like to build a home on property he'owns which borders Tree Valley Road and lies approximately 600 feet north of East Chubbuck Road. Keith Merrell asked if he could put the monetary percent necessary for his share of developing Tree Valley Road in a trust fund to be held until Tree Valley Road is developed. However, Mr. Merrell said he would like for the sewer to be installed at this time so he could presently use it and not need to install a private sewer system. 115 MERRELL SUBDIVISION - BUILDING PERMIT REQUEST - cont'd - Councilman Romriell explained to Mayor and Council he felt the city could develop 185 feet of street along Tree Valley Road because the present owners have frontage on East Chubbuck Road and will not benefit from this portion of the street. Mrs. Betty Jo Fenwick, owner of property bordering Tree Valley Rd. on the east, said she was not interested in doing anything with her property at this time, however, she didn't like the idea of holding up someone from building a home for themselves. A Local Improvement District possibility was again discussed. he Councilman Quick said he f61~ mayor and council were compelled to comply with the subdivision ordinance, and the city should be very concerned of any waivers and conditional agreements. Mayor Cotant told Mr. Merrell the council couldn't take any action until Attorney Burnett returned~ so he could give the city legal advice as to what the city can do. FENCES, HEDGES, SHRUBS, BLOCKING VZEW of drivers, resulting in unsafe situations. Mr. and Mrs. Brooks and Mrs. Mike Madrietta were present making the complaint. Mr. Brooks reported he had talked to the people in the area and they will not voluntarily comply with the city ordinances, and he asked the city to require that these people comply with the present city ordinance in regard to the height of fences and shrubs and sheds that block the view safety-wise. Mayor Cotant told Mr. and Mrs. Brooks and Mrs. Madrietta that the city would follow through on enforcement of the ordinance in regards to fences, shedsor~shrubs that are not in compliance with the ordinance in the Country Acres Additions at the intersections of Bonanzas Sawtooth, Sawtooth Lane and Ponderosa. COUNCILMAN KINGHORN AND MAYOR COTANT reported on the Association of Idaho Cities Convention which they attended at Sun Valley last week. AMTRAK SUPPORT BY COUNCIL - Councilman Romriell suggested the city go on record supporting the Amtrak system. Mayor and Council were in favor and made the request that Attorney Burnett prepare a statement or resolution to this ~ffect. REPORT ON AMBULANCE SERVICE - Councilman Quick, member of Ambulance Ad Hoc committee, reported on the two plans that are being presently considered for ambulance service in the area. PUBLIC HEARING ON LAND USE ORDINANCE - Because of council meeting continuing until approximately 11:00 p.m., the public hearing on the Land Use Ordinance was not opened. A new hearing notice on the Land Use Ordinance and the Land Development Ordinance has been published and is scheduled to be held after the regular business at the city council meeting August 8, 1978.
