HomeMy WebLinkAbout11 18 1980 CM193 Council Meeting Minutes November 18, 1980 Minutes of a special meeting called by Mayor Cotant and held in the city municipal building, November 18, 1980. Present: Mayor John O. Cotant, Jr., Councilmen Becky A. Hopkins, Dwain A. Kinghorn, LeRoy S. Quick, Earl L. Romriell, Engineer Steven M. Smart and City Clerk Vera C. Armstrong. Meeting called to order at 7:10 p.m. b~ Mayor Cotant. Purpose of special meeting is to con~er police report, police car purchase, purchasing policy~ placement of railroad car, city prefer- ence of cash or park land as an annexation consideration with theEspie Addition, consideration of joining SICOG and the appointmment of a Land Use Commission member. POLICE CAR - Chief Arnold Stone presented the police department's need for two cars. They have received quotes of approximately $6700. per car, without air conditioning, on the open market. POLICE REPORT - Assistant Chief Jerry Rowland presented a monthly report on the various calls the police have answered during month plus a citation and arrest report. Officer Rowland also displayed a map of city with arrests, burglaries, etc, color coded with pins as to area where incidents happened. Officer Richard Webb reported his progress on initiating the Neighbor- hood Watch program and how the program works with the assignment of block parents. Officer WEbb showed a certificate of appreciation the department is planning to present to those being of special help in the programs. Officer Webb explained the Adopt-A-Cop program and informed mayor and council they are activating this program in the Chubbuck Elementary School. Officer Webb explained a program whereby the neighborhood watch program can be run by the neighborhood themselves with the help and training of the police department and also the possibility of a crime prevention program using resident's assistance. Mayor Cotant suggested handouts be prepared with a meeting date set for a general meeting on the neighborhood watch program. Officer Webb said he too is in favor of handouts to keep city informed. SOUTHEAST IDAHO COUNCIL OF GOVERNMENTS - Rodney Watkins, Executive Director of SICOG, was present and explained how he felt SICOG could and does serve cities in the area. Mayor Cotant said he felt the city was better informed and had some say of grants, etc., if member of SICOG. Mayor thanked Mr. Watkins for attending the meeting. ESPIE ADDITION ANNEXATION - Whether the city prefers cash or park land in lieu of cash as an annexation consideration was discussed at length. Consensus of council was to request the cash annexation fee of $540. per lot with $15,000 to be paid early in the construction phase. RAILROAD CAR - The city has requested a railroad car for storage of baseball recreation equipment and park maintenance equipment. Union Pacific has delivered the car to the railroad siding in Chubbuck. The city needs to decide rather to accept the car or not and where the car might be placed. No decision made. LAND ACQUZSITION - Mayor and Council discussed needs of city in this area. LAND USE COMMISSION MEMBER - Mayor Cotant told council he would like to appoint Pete Anderson to the Land Use Commission to fill an unexpired term which will expire June 1, 1982. All councilmembers voiced their approval in this appointment. Councilman Romriell made motion to~djourn at ll:O0 p.m. (/John O. Cotant, Jr., MaWr Vera C.
