Cotant~ Jr., Councilmembers Becky A. Hopkins, Dwain A. Kinghorn, LeRoy S. Quick, City Attorney Donald L. Burnett, Jr., City Engineer Steven M. Smart, Secretary Dorothy Ward. Councilman Earl L. Romriell was excused. Meeting called to order at 8:05 p.m. by Mayor Cotant. Mayor Cotant asked for any additions or corrections to the minutes of September 9, 1980. There being none, Councilman Quick made motion to accept as written. Councilwoman Hopkins seconded with full council approval. CITY IN RECEIPT OF LETTER FROM MR. JOE OSIER - MISTY MANOR MOBILE HOME PARK - excercising his option to extend the time period to final platting an additional six months, March 25, 1981. Councilman Kinghorn made motion to extend time for final platting for Misty Manor Mobile Home Park for an additional six months, Harch 25, 1981. Councilman Quick seconded the motion. All councilmembers voted in favor. ORDINANCE # 220 - AMENDING SECTION 1 (c) OF ORDINANCE # 179, of the City of Chubbuck to redefine "Subject Vehicle", Mayor Cotant read Ordinance # 220 in full. Councilman Kinghorn made motion to adopt Ordinance #220 - Amending Section I (c) of Ordinance #179 of the City of Chubbuck to redefine "Subject Vehicle". Councilman nuick seconded the motion. Kinghorn, yes; Hopkins, yes; Quick, yes, JERRY TYDEMAN I~AS PRESENT AND ASKED MAYOR ABOUT THE agreement to be signed with wrecker services and the city. Mayor Cotant informed him a meeting would be scheduled between the wrecker services and the city council. FIRE CHIEF BART PARRISH OF THE CHUBBUCK VOLUNTEER Fire Department was present and thanked the Hayor and Council for their support of the fire department. He reported that the morale of the fire department was good. He also presented a proposed budget of expenditures to the Mayor and Council. Mayor Cotant asked if council had studied the Rules and Regulations of the Fire Department; if so he would like to have a motion to adopt them. Councilman Quick made motion to adopt Rules & Regulations of the Chubbuck Fire Department. Councilwoman Hopkins seconded the motion. Hopkins, yes; Quick, yes; Kinghorn, yes. Fire C~ief ~arnish and Mayor and Council discussed the following items: 1) Training Program 2) Fire Station 3) Fire Equipment 4) Un-finished room in new addition of building 157 ATTORNEY BURNETT cautioned the Fire Chief that fighting fires without a mutal aid agreement would be uninsured claim if such claim should arise. MAYOR COTANT WELCOMED Leif Sorensen, Troop 135, Boy Scouts of America, to the council meeting. CITY CLERK REQUESTS THE FOLLOWING fund balance transfers for budge[?~r 1979-80. GENERAL FUND $4,000.00 Transfer from 490 Other Governmental Purposes to 416 - Legal 7,000.00 Transfer from 490 Other Governmental Purposes to 419 - Other General Government 10,000.00 Transfer from 490 Other Governmental 150.00 Transfer from 490 Other Governmental Purposes to 424 - Builiding Inspection Purposes to 432 - Engineering WATERWORKS FUND Waterworks 4,200.00 Transfer from 434.90 WW Other Government Administration to 434.1 - WW Salary and Administration 3,500.00 Transfer from 434,90 WW Other Government Administraiton to 434.3 - WW WW Pumping Power and Utility 50.00 Transfer from 434.90 ~W Other Government Admdinistration to 434.6 - WW Customer Accounts Sanitation 3,000.00 Transfer from 433.90 Sanitation Other Government Administration to 433.1 Sanitation Salary & Administration Sewage 14,000.00 Transfer from 435.90 Sewage Other Government Administration to 435.1 Sewage Salary & Administration COUNCILMAN KINGHORN MADE MOTION that fund balance transfers for budget year 1979-80 be made. Councilwoman Hopkins seconded the motion. Hopkins, yes; Kinghorn, yes; Quick, yes. ATTORNEY BURNETT had prepared a sewer easement on the Henderson property for the Mayor and City Council to sign. Mayor Cotant said city officials would set up a meeting with the Henerson family. ITEMS DISCUSSED: 1) Little League Expenditures 2) Rest Rooms for Soccer people at Chubbuck School Park 3) Chip and Seal of Roads in City 4) Bridge installation on Hawthorne across Canal by Stuart Park 5) Evaluation of Park Usage 6) Sign disclaiming any liability Dorothy L. ~d, Secretary FINANCIAL STATEMENT FOR THE MONTH OF AUGUST, 1980 presented to Mayor and Council.
